LAHORE - Adviser to Prime Minister on Aviation Sardar Mahtab Ahmed Khan has said that a better solution acceptable for all the stakeholders will be found to overcome the current crisis of CAA.
In order to address the ongoing issues in CAA, an urgent meeting under the chairmanship of the adviser to the prime minister on aviation was held at Aviation Division on Thursday. All directors of CAA as well as representatives of the unions and associations were also among the participants of the meeting. The senior officers who, through different applications, had accused their director general of making erratic decisions and causing huge losses as well delaying the Islamabad International Airport (IIAP) project also reached Islamabad from Karachi to attend the meeting.
It is worth mentioning here that different groups of senior and junior CAA officers had complained to the aviation secretary and the advisor to prime minister on aviation about the alleged ill attitude of the CAA DG towards his subordinates and other stakeholders.
Additional directors from engineering section in their application to the aviation secretary said the present DG has been increasing the scope of the work through his irrational and non-cogent decisions, causing an undue delay in the completion of the IIAP project.
Additional directors from engineering section in their application to the aviation secretary had said that the present DG had been increasing the scope of the work through his irrational and non-cogent decisions, causing an undue delay in finalising the IIAP project. The high-handedness of the CAA DG does not end here as he either deliberately delays decisions on some matters at the time of approvals or surprisingly refuses to grant approvals when the said decisions have already been executed, thus making the officials of the Project Management Unit (PMU), IIAP, scapegoats for his own orders and decisions.
The application further states: “The CAA DG has gone way beyond the official decorum, status, norms and forms by running the project at his own discretion. The irony of the matter is that senior officers have been disgraced and degraded in front of junior officers, contractors and consultants, thus resulting in absence of hierarchy, ownership and teamwork amongst the officials of PMU, IIAP. This has destroyed the entire spirit and engineering fabric of the project”.
According to the complaints, the CAA DG has totally devastated the ‘3C concept of ‘client, consultant and contractor’ as well as teamwork and ownership, which is the basic and mandatory requirement for any successful mega project. The applicants further alleged the DG on routine basis has been harassing and mortifying the officials of CAA on collective as well as individual basis, testing the nerves of the officials of PMU and IIAP with malign, humiliation and threatening language.
