ISLAMABAD - Although the incumbent government has ensured to fully implement the remaining 16 per cent proposed policy action in Aghaz-e-Huqooq-e-Balochistan Package by year-end, yet the Baloch leaders considered the proper implementation of package a far cry. PPP-led government in its tall claims has pledged to implement 45 per cent policy actions out of total 61 commitments and the remaining will be fully implemented in two months. In this connection, the federal cabinet in its recent meeting has also decided to include federal ministers from Balochistan in the dialogue committee to hold negotiations with Baloch insurgents and implement the package till the end of current year. While, seemingly hopeless Baloch leaders from some of political forces are considering its fully and proper implementation as dream. They argued that if 45 per cent policy actions have been achieved out then why a significant change in situation was still not in the province. PPP-led government did nothing for the implementation of 'Aghaz-e-Huqooq-e-Balochistan Package its mere a superficial implementation on ground...incumbent government is not serious in its implementation and worsening situation in province is still same, said Jamhoori Watan Partys (JWP) chief Talal Bugti while talking to TheNation. Bugti said that section of proposed package was never implemented in the province and people of the area were facing same hardships including worse law and order situation, joblessness, non-development and other issues. The ground reality is entirely different from the situation stated about the implementation of the package for the deprived people of Balochistan, JWP chief said adding that pure commitment, pure intention was required to resolve the major issues. Nationalist forces had rejected the Aghaz-e-Huqooq Balochistan Package when even it was announced. While, stating the decisions of federal cabinet Information Minister Dr Firdous Ashiq Awan had also announced to form a committee to monitor the usage of funds for uplift of Balochistan. She ensured that judicial inquiry into allotment of Gawadar Land has been implemented, special quota of 1200 scholarship, HEC allocated 600 additional scholarships for Balochi youth, rationalization of royalty and gas development charge, financial resources of Balochistan have increased from Rs 43 billion in 2009 to Rs 108 billion in 2011-12, the release of 665 political prisoners and other action plans have been implemented. Talking to TheNation, central leader National Party (NP) Hasil Bizenjo said that Aghaz-e-Huqooq-e-Balochistan Package has basically two major steps including political and economical which were not resolved as yet. As do I suppose, no proper measures have been taken to provide relief to the people of the Balochistan. A breakthrough could be possible if the youth of this deprived province be provided jobs in PIA, Pakistan Railways (PR), WAPDA, PMDC etc so that the sense of deprivation could reduce in the people. Akbar Bugti case, missing persons case, jobs for youth, law and order situation and other issues are not being resolved properly, he added. The parliament had approved the package unanimously on November 23, 2009, and the committee responsible for the package, held around 15 meetings while the monitoring of the implementation on the package later was overtaken by Prime Minister Yousuf Raza Gilani. According to the 16 under implemented proposed policy action, the political dialogue with major stakeholders, return of exile not involved in terrorism, role of FC in law enforcement to be under chief minister, public-private partnership to be followed (local companies be preferred in Oil & gas concessions), ten percent of the net profit to be spent on development projects in the area, free economics zone at Gwadar with regulated political activity construction if two fish landing jetties at Gwadar, fisheries training centre to be constructed at Gawadar, Sui special development package, Balochistan to be able for purchase 20 per cent shares in PPL, OGDC and SSGCL, special initiatives for the local tribes of Kohlu district, and last but not least the construction of small dams throughout the province.
