LAHORE -It is a blunder being committed either mistakenly or due to lack of knowledge about the jurisdiction and authority that the district officer Solid Waste Management is using administrative powers of his boss, district coordination officer, by carrying out large scale transfer-postings and removing workers from their jobs. As per details, soon after taking charge as DO SWM, Waseem Ajmal made major reshuffle in the sanitation wing of the City District Government Lahore, transferred administrative and monitoring officers, sacked a number of employees on various charges and that too without carrying out investigation and giving chance of hearing to the accused. Interestingly, the process is still going on with no one, including the high rank officer whose authority is being used, is ready to stop the head of sanitation wing and inform him about the departmental working and his own jurisdiction and authority. Ex-DCO Mianwali Waseem Ajmal, who is also Managing Director Lahore Waste Management Company, has recently reshuffled all monitoring officers for what he says to streamline department working and improve sanitation conditions in the City. He also removed from service a large number of employees on the name of right sizing in the best interest of CDGLs sanitation wing. Close aids of the DO SWM said he was also MD LWMC and was all set to get charge of the department independently. They said the DO SWM was streamlining the department to ensure smooth functioning of LWMC after it took over sanitation responsibilities from the CDGL. They claimed no rule was violated as the DO SWM was getting his decisions approved by the DCO. CDGL officials, however, are of different views. There is no ambiguity regarding role and responsibilities of DO SWM. He cannot transfer any officer or remove any employee from service as the power lies with the DCO. He cannot carryout transfer-postings in the capacity of MD LWMC as responsibilities of sanitation were yet to be transferred from the CDGL. All posting-transfers are illegal and these should be reversed. If transfers are necessary then these should be carried out by DCO and not the DO SWM, said a CDGL official seeking anonymity.
