Islamabad - The Capital Development Authority (CDA) is yet to implement Wafaqi Mohtasib’s recommendations pertaining to the ‘illegal’ appointment of 9 officers even after lapse of 10 years, it has been learnt reliably.

According to a letter written by CDA Deputy Director Law, Arif Masaud Ahmad, to the Wafaqi Mohtasib Islamabad, Secretary to the President, DG FIA and others with subject ‘Defiance of the recommendations of the Wafaqi Mohtasib in complaint number REG.H/11323/04 filed by Noreen Fazal Karim’, the recommendations of the then Wafaqi Mohtasib have not so far been implemented by the high-ups at the authority.

“It is respectfully submitted that the recommendations vide para 11 of the Wafaqi Mohtasib findings in the complaint REG.H/11323/04 have not yet been implemented by the Capital Development Authority, in spite of several applications,” the letter said. The letter, a copy of which is available with this scribe, said that the complaints of the complainant were rejected being without merit, however Wafaqi Mohtasib had recommended as: “CDA should either cancel the notification of nine officials appointed against the post of admin officer in BS-16 on regular/contract basis or obtain approval from the rule-making authority/Prime Minister for regularisation of this illegal action.”

The Mohtasib has also sought implementation report within 60 days of the receipt of the copy of these findings or reason for not doing so but it was not complied with by the authority, the letter added.

The letter said that the administrative officers were appointed above the advertised quota on the basis of nepotism, favouritism, politicism and in violation of terms and conditions of service and in violation of the provisional quota. 

The applicant is of the view that the authority placed the matter under the carpet and promoted the ‘illegal and irregular appointees’ to the posts of assistant director BPS-17, deputy director BPS-18 and they are now being considered for promotion to the post of director BPS-19 in violation of the recommendations of the Wafaqi Mohtasib.

The applicant is one of the aggrieved officers, appointed as assistant director on September 16, 2008 and promoted as deputy director on February 6, 2012. He said that all the said officers have been placed in the seniority list of deputy directors above his due position.

The officers include Azhar Khurshid, Muhammad Ataullah, Asad Abbas, Muhammad Kashif, Taimour Ahmad, Kamran Bakht, Ghulam Shabbir, Abdul Rauf Khan and Waheed Abbas.

Arif Masaud Ahmad through the letter has requested the Wafaqi Mohtasib and others to take notice of the same and direct the authority to delist the said officers from the list of deputy directors as their appointment as admin officer (BPS-16) has neither been cancelled nor regularised from the rules-making authority/prime minister, as was recommended by the Mohtasib.
