Islamabad - The appointment of Waseem Afzal Warraich as director in Workers Welfare Fund (WWF) has been challenged in the Islamabad High Court (IHC) on the basis of his fake MBA and BA degrees.

Talking to The Nation here on Sunday, Abid Mehmood Advocate, the counsel for the petitioner in this matter, informed that his client Sajjad Hussain had challenged the appointment by filing a quo warranto writ petition under article 199 of the constitution of Pakistan.

Advocate Abid said that he challenged appointment of Waseem Afzal Warraich as director (BS-19) in the Workers Welfare Fund (WWF), an autonomous body under the Ministry of Overseas Pakistanis and Human Resource Development, on the basis of his fake MBA and BA degrees.

He added that after hearing preliminary arguments, a single bench of IHC comprising Justice Shaukat Aziz Siddiqui directed the respondents including Federation of Pakistan, Waseem Afzal Warraich and others to submit their report regarding credentials of Waseem Afzal Warraich and para-wise comments in this matter.

In his petitioner, Sajjad Hussain stated that Waseem Azfal Warraich’s appointment is illegal, unlawful and void ab-initio keeping in view of his fake MBA and BA degrees and also not fulfilling eligibility criteria mentioned in the vacancy notice published in a newspaper on 16th November, 2010.

The petitioner stated further that Waseem Afzal qualified matriculation in 2nd division (in parts) with grace marks in the subjects of mathematics and physics, qualified intermediate/FA in the 3rd division with grace marks in the subject of English, and then suddenly succeeded to qualify BA examination in 1st division in one-go. It is astonished that he got issued original BA degree on 26th November, 2011 i.e. about after one year of closing date to apply for the post in question.

He added that last date to apply for the post of director (BS-19) in the WWF was 8th December, 2010, written test of short listed candidates was held on 8th January, 2011 and interviews were held on 29th January, 2011. Without submitting BA degree, detailed marks sheets of BA and MBA (HRM) degrees and without possessing relevant post qualification experience of twelve (12) years in accordance with section rule 12 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973, how Waseem was shortlisted, allowed to appear for the written test and interview by the DSB.

He pointed that Waseem worked as senior assistant/OG-III in the SME Bank from 1993 to 2009 and his services were terminated on 31st December, 2009 under Voluntary Separation Scheme being unwanted and undesirable employee. During this period job, he remained posted within the province of Punjab while without availing leave or written permission of the employer, he obtained MBA (HR) degree from Newports Institute of Communications and Economics, Karachi, on 13th March, 2009, which surprisingly, did not contain academic session, registration number, seat/roll number, grade/division/CGA/ percentage of marks obtained and even father’s name of the bearer. However, Higher Education Commission of Pakistan has blindly attested the said degree without verifying the relevant record.

He further mentioned that as per evaluation performa of recruitment to the post of Director, duly signed by DSB of WWF, Waseem Afzal obtained highest marks in the written test and stood at the top position while he cannot even now write a single paragraph in English on any topic without grammatical and spelling errors.

His counsel adopted that the petitioner feeling aggrieved from illegal and unlawful appointment of Waseem Azfal at higher management level post of Director in WWF, has invoked the quo warranto writ jurisdiction of the Islamabad High Court with the pray to declare his appointment illegal, unlawful void ab-initio, being obtained through fraud, misrepresentation of record and in violation of WWF (Employees Service) Rules, 1997, to get his attendance record and MBA (HRM) and B. A. degrees verified on the basis of answer sheets available with institutions concerned and declare the said degrees forged and bogus, to return all monetary as well as other benefits availed from SME Bank and WWF since his illegal and unlawful appointment as Senior Assistant/OG-III in the SME Bank and as director in WWF.
