ISLAMABAD - The federal government has allocated Rs. 2,87,238 million for the ongoing and new projects of power sector, while Rs30120 million for water sector of Water and Power Division in Public Sector Development Programme (PSDP) 2015-16.
According to the budgetary document issued here Friday, in hydel projects, a total sum of Rs 105379 million has been allocated, out of which major chunk of money has been devoted for Diamer Basha Dam project, Dasu hydro power project, Neelum Jehlum hydro power project and Tarbela fourth extension hydro power project.
For the land acquisition of 4500MW project, Rs 10000 million has been allocated. The estimated cost of the Diamer Bhasha Dam is Rs 101373 million, and Rs 39503 million has been spent up till June this year on the project.
For the 2160MW Dasu project stage-1, Rs 52360 million has been reserved.
With total cost of Rs 486093 million and foreign aid of Rs 218547 million, government this year allocated Rs 52360 million for the Dasu hydropower project, situated in District Kohistan, KP.
For Tarbela fourth extension hydro power project of 1410 MW, Rs.10894 million has been allotted. Government allocated Rs80204 million for the Gencos, out of which Rs 48272 million would be spent on new schemes.
A major share of Rs 20000 million has been allocated for the installation of coal fired power plant at Jamshoro. The plant would have a capacity of 2x660 MW.
Approved in 2014 by ECNEC, the estimated cost of the project is Rs 177175 million out of which Rs 138295 million is foreign assistance by Asian Development Bank. In new projects, major projects are 1200MW LNG based power plant at Baloki, and 1200MW plant at Haveli Bahadurshah, with an allocation of Rs 22500 million, each.
For power sector infrastructure upgradation, a total of Rs 65413 million has been allocated for NTDCL.
For power distribution companies, Rs 36241 million has been allocated in PSDP 2015-16. In water sector, a total of Rs.26803 million has been allocated for the small dams, and other water related infrastructure ongoing schemes while 3317 million has been reserved for the new schemes in PSDP 2015-16. Out of total 16 new schemes, only two are approved by CDWP or ECNEC, namely Chiniot dam project and Papin Dam.
Govt allocates Rs13.7b
for PD&RD
The government has allocated Rs13.7 billion for the Planning Development and Reform Division (PD&RD) under the Public Sector Development Programme (PSDP) in the fiscal 2015-16, showing a sharp decrease of about Rs19 billion against the allocation of current fiscal.
During the fiscal 2014-15, PSDP Rs32.9 billion were allocated for the PD&RD where Rs799.416 million allocated for the ongoing while Rs2.7 billion were allocated for the new projects.
In the upcoming fiscal, a total of Rs13.7 billion allocated for the PD&RD with Rs1.77 billion for the old projects, Rs1.71 billion for new projects and 10.22 billion for the important unfunded/underfunded projects, research/technical & technical feasibility studies and China Pakistan Economics Corridor (CPEC) additional demand. A total of 17 new schemes of PD&RD have been incorporated in the upcoming PSDP. Out of Rs1.71 billion for the new projects, Rs600 million has been allocated for the land acquisition, site development and the construction of new campus of Pakistan Institute of Development Economics, Rs150 million has been allocated for support and monitoring of high impact new initiative of Vision 2025, Rs140 billion for Bureau of Infrastructure Development, Rs100 million for Centre for Rural Economy and Rs100 million for Cluster Development Based Agriculture Transformation Plan-V2025.
Out of the allocation of Rs1.77 billion for the ongoing projects, Rs1 billion has been allocated for the National Endowment Scholarships for Talent(NEST), Rs280 million for reforms and innovation in government for high performance and Rs150 million for China-Pakistan Economic Corridor Support project.
Besides the Rs19 billion decrease in the allocation in the upcoming PSDP for PD&RD, the government also did not include in PSDP 2015-16 Rs48.5 billion which was incorporated in the current PSDP for Special Federal Development Programme/Projects for Provinces & Special Areas and Pakistan Millennium Development Goals (MDGs) and Community Development Programme.
In the fiscal 2014-15 for the Special Federal Development Programme/Projects for Provinces & Special Areas Rs36 billion were included in the PSDP but the PSDP 2015-16 does not show this figure. Out of Rs36 billion allocation, Rs15 billion was made for Balochistan, Rs8 billion for Sindh, Rs4 billion each for KP and FATA, Rs3 billion for AJK and Rs2 billion for Gilgit-Baltistan.
Similarly, in the PSDP 2014-15 for PD&RD Rs12.5 billion were also allocated for Pakistan Millennium Development Goals (MDGs) and Community Development Programme which is missing from the fiscal PSDP 2015-16. Finance Minister Ishaq dar in his budget speech stated that the government has allocated Rs20 billion for the Millennium Development Goals (MDGs) but may be they have transferred the funds to some other ministry/division.
Rs1.5b for Ministry of
National Food Security
The government has allocated Rs 1.5 billion for the Ministry of National Food Security and Research in the upcoming PSDP, compared to Rs 1.1 billion in the current fiscal year 2014-15.
According to the PSDP document, out of Rs 1.5 billion allocated for the Ministry of National Food Security and Research, Rs 1.4 billion will be spent over 16 ongoing projects and Rs 100 million allocated for seven new schemes.
Of the total allocation, Rs 1 billion has earmarked for capacity development of agriculture extension services and capacity leading to O/E negligible risk country status for Pakistan. For agriculture research development programme Rs 428.229 million were allocated while Rs 300 million will be spent on promotion of olive cultivation on commercial scale in Pakistan.
Under the PSDP, an amount of Rs 200 million has been allocated for indigenisation of hybrid seed production for enhanced crop production, Rs 100 million for national pesticides resides residues monitoring system in Pakistan besides setting aside Rs 70 million for up-gradation of arid zone research institute to the level of AZRC and establishment of new adaptive res cum demonstration institute at Seakach, Wana, South Waziristan agency, Tank and Motora, Lakki Marwat, Khyber Pakhtunkhwa (KP).
In the fiscal budget 2015-16, Rs 44.893 million has been earmarked for monitoring of crops through satellite technology, Rs36.817 million has been allocated for up-gradation and establishment of animal quarantine stations in Pakistan, Rs 35.740 million will be spent on strengthening of coastal agriculture research station Bhawani Balochistan and Rs34.112 million allocated for establishment of horticulture research institute Khuzdar Balochistan.
Rs923m for IT, telecom div
The government has allocated Rs 923 million for the Information and Technology and Telecom Division in next fiscal year.
The major chunk of money has been allocated for the construction of cross border optical fiber cable system between China and Pakistan for international connectivity of voice/data traffic, GSM expansion, and for the establishments of IT parks in the country. For the construction of cross-border fiber cable, Rs 200 million has been allocated in the budget. The total estimated cost of the project is Rs4400 million, and Rs150 million has been spent on the project up till 30th June, 2015.
The project has been assisted by foreign assistance amounting Rs 3740 million. During 2015-16, the project would receive more foreign assistance of Rs 150 million.
For GSM expansion, 118 million has been allocated in the budget, while for the purchase of land in Karachi and Lahore for IT parks Rs350 million has been allocated. The project was approved by ECNEC in 2008 with an estimated cost of Rs1020 million. Till June 2015, an amount of Rs670 million has been spent on the project.
Two new schemes namely site development and construction of boundary wall at PSEB’s site for establishment of IT park at Chak Shahzad Islamabad has been allocated Rs30 million while technology park development project at Islamabad has been allotted Rs 20 million.
Rs348.9m for P&NRD
The government has allocated Rs 348.926 million for the Petroleum and Natural Resources Division (P&NRD) under the PSDP in the upcoming budget against Rs166.720 allocated in the current fiscal.
APP adds: The federal government has allocated Rs159964.747 million for 69 development projects of Communications Division in the PSDP for the fiscal year 2015-16.
Meanwhile, the government increased the scope of the Benazir Income Support Programme (BISP) in the federal budget 2015-16 to provide support to 5 million families and increased the budget allocation from 97 billion to 102 billion. The government has allocated Rs12000 million for Ports and Shipping Division in the PSDP for the year 2015-16. The government has allocated Rs 9134.525 million for different ongoing and new projects in Finance Division.
The government has allocated Rs3.900 billion for the new development scheme and completion of ongoing projects in the Aviation Division under PSDP for the year 2015-2016. The federal government has allocated Rs 2590.434 million for the new and ongoing schemes of the Ministry of Housing and Works under PSDP for the year 2015-16.
In PSDP 2015-16, Rs 70 million has been allocated for up gradation of arid zone research institute and establishment of new adaptive research.
To promote agri sector in Balochistan, the government has allocated Rs34 million for establishment of horticulture research institution, Khuzdar.
Rs1.07b for S&T in PSDP to hoist economic growth
The government Friday earmarked Rs1.07 billion to execute 22 ongoing and new schemes in science and technology areas under the PSDP.
The major amount of Rs 1.05 billion was allocated for 20 ongoing projects while Rs 10 million each was earmarked for two new schemes. These two unapproved projects are certification of incentive programme for SMEs and establishment of technology park, Islamabad.
Major part of allocated amount Rs 200 million would be spent on construction of office building for Ministry of Science and Technology (MoST) and its organizations in Islamabad while Rs 125 million was earmarked for Balancing, Modernization and Refurbishment (BMR) of Pakistan Council of Scientific and Industrial Research (PCSIR) labs, Lahore.
Similarly, Rs 59.2 million was allocated for BMR of National Institute of Electronics, Islamabad, Rs 34.6 million for establishment of Proficiency Testing Provider Facility for Analytical Laboratories at NIO, Karachi (phase-1) and Rs 28 million for Modernization and Upgradation of Electrical Test Centre for Household Electrical Appliances and Lighting Products, PCSIR, Lahore.
The other major allocation of Rs 125 million was also made for purchase of Lab Equipment/Provision of Furniture and Fixtures for PSQCA Complex, Karachi and the same amount of Rs 125 million for Upgradation & Modernization of PCSIR Laboratories Complex, Karachi.
Rs165m set aside for Textile Industry Division
The federal government has allocated a total of Rs 165 million for Textile Industry Division under the PSDP for the fiscal year 2015-16 for different ongoing and new development schemes.
According to the budgetary document released here Friday, an amount of Rs 130 million has been allocated for the ongoing scheme of Pak-Korean Garments Technology Training Institute, Karachi.
For new scheme of one thousand industrial stitching units, an amount of Rs 35 million has been allocated by the federal government.
Statistic Division to get Rs100m under PSDP
The government has allocated Rs 100 million for three ongoing schemes of Statistic Division under PSDP 2015-16.
According to the budgetary document released here Friday, the government has allocated Rs40 million for change of base of National Accounts 2005-06 to 2015-16.
An amount of Rs 27 million has been allocated for establishment of statistics training and research institute at Lahore while Rs 33 million have been earmarked for updating rural area frame for the conduct of census and survey.
Rs348.9m earmarked for petroleum sector development
The government has allocated Rs348.926 million for new development schemes and completion of ongoing projects in the petroleum sector under PSDP for the year 2015-2016.
According to the budgetary document released here Friday, Rs 280 million have been earmarked for new development schemes including acquisition of four drilling rigs with accessories for the Geological Survey of Pakistan and exploration and evaluation of metallic minerals in Bela and Uthal areas, district Lasbella, Balochistan.
For the completion of on-going schemes, the government has allocated Rs68.926 million. These schemes include appraisal of newly discovered coal resources of Badin Coal Field and its adjoining areas of Southern Sindh, exploration and evaluation of coal in Raghni area Tehsil Shahrig, Balochistan and exploration of Tertiary coal in central Salt Range, Punjab.
Govt allocates Rs9.7m for FTO
The government has allocated Rs 9.737 million for ongoing project of Federal Tax Ombudsman (Ombudsman’s institutional capacity building) in the PSDP 2015-16, according to the budgetary document released here Friday.
Rs790.8m allocated for industries, production division
The government has allocated Rs 790.881 million for various ongoing schemes of industries and production division. No new scheme was introduced for the upcoming year and the amount has been allocated for 18 ongoing schemes of industries and production division.
Among the ongoing schemes, Rs60 million have been allocated for development project of Pakistan Gems and Jewelry Development Company whereas Rs 26.683 million have been allocated for establishment of 0.2 MDG intake and brine disposal system for desalination plants at Gaddani, Jiwani and Pasni.
The government has allocated Rs 25 million for establishment of Bostan Industrial Estate Bostan phase-I while for establishment of Castor Oil Solvent Extraction Plant at Uthal District Lasbela, an amount of Rs 5 million has been set aside.
Similarly, the government has earmarked Rs 17.53 million for establishment of CFC for silk cluster, Swat Khyber Pakhtunkhwa and Rs 12 million for establishment of Chromite Benefication Plant at Muslim Bagh.
An amount of Rs 86 million was earmarked for establishment of design institute, especially for energy sector plants by up-grading existing design centre at HMC Taxila.
The government allocated Rs 16.50 million for establishment of gems and jewellery training and processing center Muzaffarabad while Rs 42.25 million for establishment of infrastructure in Quetta industrial and trading estate phase-II.
For Sialkot Business and Commerce Centre (SBCC), Sialkot, the government allocated Rs 241.27 million while for Hyderabad Engineering Support Centre (HESC) an amount of Rs 50 million has been allocated.
The government has set aside Rs 50 million for Peshawar Light Engineering Up-gradation Centre for SMEs in Balochistan (LEUC) while Rs 50 million has been allocated for water supply scheme for HITE phase-II Balochistan, district Lasbella.
Rs39.752m for Climate Change Division projects
The government has allocated a sum of Rs 39.752 million under PSDP for completion of ongoing and new schemes of Climate Change Division.
Rs 31.156 million have been purposed for Sustainable Land Management Programme to Combat Desertification in Pakistan (Federal Share) and completing ongoing project namely Carbon Neutral Pakistan.
According to details, the government has purposed Rs 8.596 million for establishing Geomatic Centre for Climate Change and Sustainable Development 2012-15, and Rs 7.752 million for the Carbon Neutral Pakistan. A sum of Rs 8.596 million has been purposed for establishing Geomatic Centre for Climate Change and Sustainable Development 2012-2015.
