SHC suspends promotion orders of PIA officials

LAHORE - Sindh High Court has suspended the orders of PIA management wherein latter had promoted and confirmed certain directors and General Managers in the airlines last month.
It is worth mentioning that certain officers including Mansoor Ahmad Mela, District Manager Faisalabad, Aftab Solangi, District Manager Karachi and Shahid Khoso, Officiating General Manager Cargo had filed a petition in SHC praying that rules and merits were not observed while making above said promotions and confirmations.
It is to recall that PIA management had issued orders of appointments of four directors and confirmation of three general managers last month, wherein Maqsood Ahmad was appointed as Director Engineering after the retirement of Sameem Naqvi. Maqsood was already working as Director training. Anjum Ameen Mirza was appointed as Director Training after the post fell vacant due to transfer of Maqsood to Engineering department. Amir Ali was promoted from the office of Chief engineer, Engineering and Development and posted as Director Maintenance Repair and Overhaul (MRO) + European Aviation Safety Agency (EASA) 145. Walter Bornshin serving as Special Assistant to chairman PIA, was promoted and posted as Director Airport Services. Amman Ullah who was Chief Engineer and had served as GM food services has been appointed as Director Food and Flight Services.
PIA management had also confirmed three General Managers who were already performing as GM on officiating basis, as per spokesman of PIA. Those confirmed included Ali Tahir, GM Revenue management, Nousherwan as GM, Scheduling and Qamar Shamim who was promoted from the post of Deputy General Manager (DGM) Cargo to General Manager Cargo.
Spokesman said that all above said three general managers had qualified the NTS test after which they were promoted and confirmed. Spokesman said that there would be no extra financial burden on airline since most of the officers were already performing their duties in same offices and only two officers were promoted.
SHC in its orders said, “Till the next date the Organisational changes approved by the Acting Chairman, PIA per order dated February 26, 2014, and personal order No-31/2014 are suspended till next hearing”.
The petitioner in their petition claimed that during promotions and confirmation, seniority was not followed Promotion Board was not held and Corporation Rules were not followed.
