ISLAMABAD  - The National Commission for Human Rights has found that children were sexually abused on large scale since 2010 and victims and their parents were being blackmailed by the perpetrators.

"The crime prevention mechanism and social protection mechanism of the State completely failed in protecting the children," the NCHR under the head of Justice (Retd) Ali Nawaz Chowhan with Ch. Muhammad Shafique, member ICT, Kishwar Shaheen Awan, member Punjab and Ishaq Masih Naz member minorities as its members.

Giving details about the responsible people and its recommendations Chairman Justice (Retd) Ali Nawaz Chowhan recommended stringent accountability action against the concerned officials, including the police and District Police Officer (DPO) for their negligence.

The Commission advised the Federal government to take steps for expeditious enactment of the pending bills which are the Criminal laws Amendment Bill 2009, National Commission on the Rights of the Children Bill 2009 and The Charter on the Child Rights Bill, 2009.

The Commission also strongly suggested the authorities to check the flaws in the Police Act 2002.

The Commission said the definition of sexual abuse of children should be expanded, child pornography should be criminalised and ban internal trafficking which is a major contributor to organised sexual abuse of children and asked the Punjab government to establish a Trauma & Counselling Centre at Kasur.

The Commission welcomed the announcement of the Chief Minister Punjab for immediate withdrawal of anti-terrorism act cases against complainants and inhabitants of the village. "We are working on our own expenditure and require essentials in all respects i.e budget, logistics, staff etc so that we can perform better. We request the government to provide us with adequate facilities," Justice Chowhan said.

The committee was mandated to ascertain facts of the incident to submit an investigation report which should also suggest why the preventive mechanism has failed and to ascertain the progress of investigation by the Federal and provincial agencies. The scandal of child sexual abuse was unearthed by The Nation Lahore, which was followed by both print and electronic media after both Punjab and Federal governments decided to get a thorough probe into the matter and it was referred to National Commission on Human Rights.
