ISLAMABAD - Moonis Elahi, the main accused in National Insurance Company Limited (NICL) scam and son of Senior Federal Minister Chaudhry Pervez Elahi, on Monday requested the Supreme Court for fixing hearing of his review petition on September 9. On August 18, Moonis had filed a review petition against the Supreme Courts August 8 verdict wherein the apex court had re-assigned the investigation of the NICL scam to the Federal Investigation Agencys (FIA) Additional Director General Zafar Ahmed Qureshi. The Supreme Court on August 8 had quashed the suspension order of Zafar Qureshi and directed him to resume his task in bringing back the looted money of the country. The court had directed Zafar Qureshi to carry out investigation of the cases registered vide FIRs No.24, 29 and 46/2010 and 05/2011 etc, forthwith, besides asking him to complete the investigation of the cases expeditiously. The court had directed all the concerned officials to cooperate with Zafar Qureshi in the investigation process. The petitioner contended that if his review petition along with stay application was not heard at an early date, he shall suffer an irreparable loss and injury to his person as well as reputation because hearing of these matters after the completion of wrongful, biased, incorrect and inimical investigation would render the pendency of these matters before the court infructuous and thus the ends of justice would be frustrated. Earlier, in his review petition on August 18, he had contended that the Supreme Courts decision of re-assigning NICL scam investigation to Zafar Qureshi was made without hearing his contentions, reservations and point of view, which was against the norms of justice. Thus, he contended that the decision needed to be reviewed in the best interest of justice. He requested the court to re-hear the case, provide him an opportunity to present his contentions and then decide the case in the light of his contentions. The petitioner had also requested the court to stay implementation of its August 17 verdict, in which investigation of NICL scam was re-assigned to Zafar Qureshi, till final decision on his review petition. Moonis Elahi expressed no confidence over Zafar Qureshi and requested the court to assign the investigation to any other officer except Zafar Qureshi. He recalled that during a hearing of the NICL scam, Zafar Qureshi had made a statement before the court that Chaudhrys of Gujrat had threatened to kill him. Questioning the neutrality of Zafar Qureshi, Moonis Elahi had further contended that having a personal grudge against him, Zafar Qureshi could not remain neutral in the investigation of NICL scam. He had expressed faith in all the team members investigating the NICL scam except Zafar Qureshi and prayed to the apex court that his review petition along with the stay application be fixed for September 9 to meet the ends of justice.
