ISLAMABAD - A rare development to reduce energy crisis of the country, Russia has given its nod to Pakistan pertaining to technical and financial cooperation on multi-billion dollars Iran, Pakistan (IP) gas pipelines project, it has been learnt reliably here on Friday.Sources in Petroleum Ministry have informed that a Pakistani delegation visiting Russia has completed its tour and reached Pakistan after having successful discussions with Russian company named, as Gazprom resultantly Pakistani nation would soon listen good news in this regard.  They have also disclosed that the Russian company had demanded exemption from Public Procurement Rules. However, their demands for final approval will be presented in the Economic Coordination Committee of the Cabinet then there would be any govt level agreement.It is also learnt that a meeting of Sub-Committee of the ECC was convened under the Chairmanship of Syed Naveed Qamar, Minister of Water and Power. The Committee was informed that final reply from Russia regarding technical and financial cooperation on IP gas pipeline project is expected within 15 days. Moreover, the ECC was also informed that for pipeline of IP, arrangement of funds would also be made possible with infrastructure development surcharge. This Sub-Committee would forward Russian offers and proposal of surcharge to the ECC for final approval,the sources said.It is to worth mentioning that due to US sanctions on Iran, a Chinese bank last month declined to provide financial cooperation to Pakistan. With this gas pipeline project (IP), 750 mmcfd gas will reach Pakistan to meet its demands. Meanwhile, Iran has completed its part of the pipeline till Pakistan borders and according to the agreement, Pakistan will have to purchase Iranian gas till December 2014 ,otherwise, it will have to bear a heavy fine worth one million dollars on daily basis.
