Play within play?

Why doesn't India take blame of the Mumbai carnage upon itself, for once? It is surely a monumental intelligence failure borne out of complacency. To me, it seems like a self-created drama aimed at diverting the attention away from pressing issues at home, an attempt to acquire sympathy, and aid, from the world governments. India always has a play within a play. And Pakistan is its old scapegoat in blame games. New Delhi's hidden aims had surfaced within 24 hours when Pakistan was singled out for blame.
