LAHORE – The Lahore High Court on Monday expressed shock over the revelations that a City District Government official is enjoying the privileges of holding ‘Dual Office’ for his association to ruling PML-N.

City District Government employee Tariq Sohail Butt, who was recently promoted from BS-5 to BS-15 as a Sports Officer is also serving as PML-N General Secretary for PP-139.

This case came in lime light when petitioner Javaid Iqbal Bhatti, a resident of Islampura, submitted documents, snap shots and newspaper’ cuttings that described Tariq Sohail Butt alias Tara Butt as a PML-N’s General Secretary for PP-139, a constituency of PML-N MPA Khawaja Imran Nazir and MNA Bilal Yaseen.

According to details, Tariq Butt had been serving as sanitary supervisor in the City District Government but was later promoted from BS-5 as Sports Officer in BS-15 on ad hoc basis for a period of one year. The notification for this unusual promotion was issued on June 22, 2011 by DCO Lahore under the directives of Punjab Chief Minister. The petitioner’s council Advocate Shahram Sarwar based his argument on the evidence submitted to court and argued that the promotion of Tariq Sohail Butt was done under political influence, while a promotion from BS-5 to BS-15 also defied the regulations.

He pointed out that the vacant posts should have been filled with suitable candidates by inviting applications through print and electronic media, but no such step was taken by the DCO’s office.

The advocate contended that Tariq Sohail Butt’s nameplate was also installed at a school situated in Islampura and presented a report from the records of Islampura police station stating Tariq Sohail Butt’s involvement in gambling.

Advocate Shahram Sarwar requested the court to revoke the said promotion from BS-5 to BS-15 as illegal and unconstitutional.

Meanwhile, counsel for Tariq Butt, advocate Ahmad Pervaiz, argued that the dispute was of having different names and the case is not maintainable as the petitioner has no locus standi.

After recording arguments from both sides, Justice Muhammad Khalid Mahmood Khan directed Tariq Shoail Butt to appear before the court on February 13th.
