LAHORE - About a dozen members of Punjab University academic staff are working on some of the most important key administrative posts instead of performing their duties for which they were being appointed, getting benefits from both positions though, TheNation learnt on Friday.

Insiders have revealed that these teachers-cum-officers are favourites of PU Vice Chancellor Dr Mujahid Kamran and they have been appointed with his consent on such lucrative posts but in sheer violation of PU Calendar’s rules and regulations. It has also been learnt that not a single officer among them, working on such posts, was recruited for any of these key administrative post fixed for the administrators following the university rules and regulations or on merit but they all have been posted on the basis of personal liking and disliking of the vice chancellor.

As per PU Calendar’s rules and regulations, the administrative and non-teaching posts are not for the academic staff but are for the eligible administrative staff.

Allegedly, all these appointments were made in the tenure of the sitting head of the country’s largest university who issued orders of such appointments. Earlier, the provincial government had also written letters to the VC PU time and again in this connection, directing him to recruit and appoint competent persons against such most important administrative posts on merit. But, the PU VC still failed in following governments’ instructions.

In this regard, members of provincial assembly have also raised voice in the assembly pointing out the government about such mismanagement and nepotism culture in the university. In addition, the PU Syndicate also has approved the rule of “One man on one post” which could not be implemented in the country’s largest educational institution.

The administrative posts which are enjoying the teachers also include Registrar (BS-20). Prof (r) Dr Liaqat Ali was appointed as Professor (BS-21), on contract basis, in Hailey College of Commerce and was given additional charge of Registrar and Chairman Admission Committee as well, while he had earlier been enjoying a number of administrative posts assigned him by VC like Dean Faculty of Engineering, Law, Pharmacy, Oriental Learning, Life Science, Controller of Examination, Director General PUGC (Gujranwala Campus), Pro VC, Chairman Admission Committee, even after his retirement from services.

Whereas, PU Calendar defines, “The Registrar shall be a whole-time officer of the University, and shall be appointed by the Syndicate on such terms and conditions as may be determined by it”. Rules further describe that the Syndicate may, in the absence of the Registrar on leave or otherwise, assign such of his duties as it may think proper to any ‘officer’. Dr Kamran Abid, Assistant Professor (BS-19) PUCIT, who is also working as Additional Registrar-I (BS-19), was appointed on a teaching post but enjoying an administrative post as well.

Malik Muhammad Zaheer, Resident Officer-II (BS-19) (non teaching person) and also working as Additional Registrar-II; Resident Officer-I (BS-20) Prof Dr Sajid Rashid Ahmad (BS-21) also working as Director Centre for Geographical Information System.

Controller of Examinations (BS-20) Prof Dr Shahid Munir (BS-21) is, in fact, a Professor of Institute of Chemical Engineering & Technology, while he is working as Director Centre for Coal Technology and as Controller of Examinations, University of the Punjab. “The Controller of Examinations shall be a whole-time officer of the University, and shall be appointed by the Syndicate on such terms and conditions as may be determined by it. He shall be responsible for all matters connected with the conduct of examinations and perform such duties as may be prescribed,” the university rules clearly state.

Treasurer, the post of (BS-20), has been handed over to Additional Treasurer (BS-19) Muhammad Sharif Rao, who is enjoying both jobs with full benefits and is working as Acting Treasurer whereas Calendar rules define, “The Treasurer shall be a whole-time officer of the University and shall be appointed by the Chancellor on such terms and conditions as the Chancellor may determine. Treasurer will be appointed directly for three years.”

Dr Maria Isabal Maldonoda, appointed basically as an Assistant Professor in (BS-19) and have been posted as In-charge Institute of Languages, but she is also enjoying the post of Director External Linkages (BS-20).

Imran Javaid, an Assistant Professor (BS-19) at Centre for Information Technology (CIT) is also working as Secretary to Chairman Hall Council which is a post of BS-18. The Calendar clearly defines “Teachers" as Professors, Associate Professors, Assistant Professors and Lecturers engaged whole-time by the university.

However, some university officials close to VC referred that according to relevant rules of PU the VC under section 15(4) (Vi) to direct teachers, officers and other employees of the University to take up such assignments in connection with teaching, research, examinations, administration and such other activities in the University as he may consider necessary for the purpose of the university.

On the other hand, as per government’s notification No F-1 (1) lmp/2005 dated 1-7-2005 adopted by the PU syndicate, “Additional charge may be allowed initially for three months, extendable up to six months.”
