KARACHI - Violating its own cabinet decision, the PPP led Sindh government has posted a number of junior officers to senior posts in the Planning and Development and other departments of the provincial government, sources told TheNation. The PPP after coming into power in Sindh in 2008 had decided to discourage the posting of junior officers to senior posts as well as not to hire the services of the retired bureaucrats on contract basis. But, according to sources in the Services and General Administration Department (S&GAD), a huge number of junior officers are still working on senior posts in various departments of the provincial government. However, instead of discouraging the practice, the Sindh government is still pursuing to entertain the supporters as posting of junior officers in the Planning and Development Department is solid evidence of such violation being occurred on the hands of the political government. Sources said that an officer Mrs. Seema Najeeb (BPS-19) has been posted to grade 20 post of Programme Coordinator, Community Development Project of Public Private partnership Unit at Planning and Development Department. Though, lots of senior officers are awaiting posting, the authorities of provincial government have preferred posting of junior officers to senior posts. Similarly, Aftab Ahmed Memon an officer of PSS cadre (BPS-18) has recently been posted to grade 19 post of Manager (Finance & Admin) Community Development Programme of Planning and Development Department on deputation basis for a period of one year. Aftab Memon earlier working on the post of Deputy Secretary (Regulation) at Services and General Administration Department (S&GAD), but he was transferred to work on senior post in Planning Department. However, another junior officer Muhammad Iqbal Lakho of BS-17, who was earlier working as Programme Officer/In-charge Manager Community Development Programme, has been posted on grade 19 post of Manager in same Project of Planning and Development Department on deputation basis for a period of one year. Sources said that despite being a junior officer, Lakho succeeded in getting higher posts due to blessings of former Additional Chief Secretary of Planning and Development Department Nazar Mahar. During Mahars tenure as Additional Chief Secretary of P&DD, junior officer Lakho worked as Staff Officer of ACS, Programme Officer of Benazir Bhutto Youth Development Programme and enjoyed handsome package of Rs85000/per month and vehicles.
