LAHORE - Punjab Government have imposed complete ban on posting and transfer of teaching and non-teaching staff in the School Education Wing (SEW) and revised the service structure for move over of primary schools teachers (PSTs) and elementary school teachers (ESTs). The ban has been imposed with immediate effect and a notification to this effect has also been issued. Accordingly to the Punjab Education Department (School Education Wing), 50 per cent of primary school teachers in BS-09 will be given move over to BS-12 in level-1 and 35 per cent of BS-12 to BS-14 in level-2. Similarly, 50 per cent of elementary school teachers in BS-14 in level-1 will move over to BS-15 and 35 per cent of them to BS-16 in level-2. While 50 per cent of elementary school teachers (English) in BS-14 will move over to BS-15 in level 1 and 35 per cent of them in BS-16 in level 2. The Punjab Education Department has declared it necessary that higher scales will be allowed on the recommendation of the District Selection Committee (DSC) on the basis of satisfactory performance of the teachers during the last three years provided no regular enquiry is pending against the incumbents. EDOs (Education) on the basis of working strength of teachers on 1st December of every year will fix the total number of posts for each level of higher scale/upward mobility and shall notify the same. The number of posts at each level of higher scale worked out on the prescribed ratio approved under the notification shall automatically stand up-graded. While the seniority list shall be maintained at district level on the basis of regular appointment date as per existing rules. However, the seniority list of ESTs shall be maintained at tehsil level. The respective appointing authorities, on the recommendations of DSC will award the higher scales. The teachers will continue to hold the same post after getting move over. However, placement in the next higher scale will be differentiated with level-1 and level-2 teachers. The award of higher scale under this scheme will not create any right to claim higher post. The appointment/promotion against higher posts against in service quota shall remain intact. While existing pay scales availed by the teachers on the basis of higher qualifications or by any other means will not be affected by this scheme and their scales will remain protected. However, award of higher scales/movement from one level to higher level shall be on the basis of seniority.
