It was true. President Zia ul Haq gave many many assurances that Pakistan has stated time and again that it has absolutely no intention of using nuclear technology for military purposes, right though the 1980s. Declassified documents show that the US officials concluded in the 1980s that Pakistan was lying about its nuclear program but muted criticism due to Islamabad’s support against the Soviets in Afghanistan, declassified documents showed. Pakistan tested an atomic bomb in 1998, days after tests by neighbouring India. The United States banned assistance to Pakistan in 1990, right after the the Soviets left Afghanistan. The situation today is similar. The US supports Pakistan when needed- more a strategic partner than an ally.
