LAHORE - The Lahore High Court has summoned the Punjab University vice chancellor Prof Dr Mujahid Kamran and Institute of Communication Studies Director Prof Dr Mugheesuddin in a petition alleging discrimination against PhD students. Two PhD students, Ifra Iftikhar and Mubashra Sultan, said they were not allowed to submit their synopsis and were being asked to get readmission although they have passed their examinations, a pre-requisite prior to submission of synopsis. The students said they were admitted to PhD Batch 11, session 2002-2007, in the Institute of Communication Studies. They said their academic record bore testimony to the fact that they were excellent students and were admitted for PhD vide notification issued on February 16, 2000. The petitioner said they tried to submit their synopsis, which had July 14, 2007 deadline, in the office of Dr Mughees but his staff refused to accept it in his absence. They added they approached Dr Shafique Jalandhary, ex-acting director of the institute, who granted them permission to submit the synopsis. Again, they said, the staff did not allow them to submit the synopsis. When Dr Mughees returned from Umrah, he asked them to make an application for extension of deadline to submit the synopsis, they maintained. They said when they submitted the application, Dr Mughees, through a letter on October 2, 2007, declined their request on the grounds that these were not submitted in time. The students said when they filed an appeal before the vice chancellor, he advised them to get re-admission under regular PhD degree. They said the impugned order was passed in an arbitrary and mechanical fashion and was against the law because the rules did not speak of such an admission. They added they were being discriminated against as their other colleagues had submitted their synopsis on July 13, 2007. The proceedings would resume on July 11.
