Islamabad - The Capital Development Authority (CDA) and National Accountability Authority (NAB) are jointly working out a strategy to cope with the growth of illegal housing societies in the city, The Nation has learnt.
A number of options are under consideration of the CDA and NAB so as to check growth of the housing societies which are not in line with the CDA regulations as the latter is probing into how these illegal societies developed over the years.
The NAB is going to identify the officials in the CDA and other departments who did not put efforts to stop growth of these societies and also in other departments as WAPDA, PTCL and Sui Gas, the sources confided to The Nation.
They said that satellite imaging of the city is one of the options under consideration of the authorities concerned at the moment. The move would help the CDA in assessing the veracity and scale of the ‘illegality.’ It would also help the CDA in keeping a close watch on any growth of illegal housing societies in future. The NAB has endorsed the CDA’s proposal of satellite imaging, the sources added. They said the authority would soon be approaching the SUPARCO and Civil Aviation Authority to have satellite images of the city so that any violation of the master plan could be monitored easily. The CDA would ask SUPARCO and Civil Aviation Authority so that they could help arrange satellite images of the city from some company of international repute as Blue Bird and Google. “The decision is part of the ongoing CDA’s campaign against the illegal housing societies and encroachments in the city,” said a senior official at the CDA on condition of anonymity.
The authority has estimated the project at Rs 1.6 million, he added.
It is to mention here that the CDA had also written letters to the utility services-providing agencies including Pakistan Telecommunication Company Limited (PTCL), Sui Northern Gas Pipelines Limited (SNGPL) and Islamabad Electric Supply Company (IESCO) to immediately stop entertaining applications for new connections in these illegal housing societies but got a very poor response. Sources in the directorate of housing societies of the CDA told this scribe on Sunday that it has recently written separate letters to the utility services-providing agencies, asking them not to entertain applications for new connections as was recommended by the federal cabinet in the wake of mushroom growth of illegal housing societies some years back. But they said that utility connections are being provided to the residents of these societies by these agencies without approval of the CDA.
The NAB will also identify the role of these agencies’ officials in growth of illegal housing societies , the sources added.
The CDA had pointed out over 100 such housing societies in the city. The action is being taken against the housing schemes which either have not obtained NOC from CDA or they are falsely marketing them as located within the limits of Islamabad. According to the CDA, agro farming and residential housing schemes are permissible in Zone-4 under the provisions of ICT (Zoning) Regulation, 1992 [amended in 2010] and permissions are granted by CDA after completing the codal formalities. Housing schemes namely Muhafiz Gardens, Rawat Enclave, Faisal Town, Grace Land Housing and Air Line Avenue are being marketed as located in Islamabad, whereas neither the subject schemes fall in Islamabad nor any approval/NOC has been obtained from CDA for launching and marketing of the schemes, the CDA said.
