Top departure Friday afternoon for the negotiations on unemployment insurance: unions and employers start a difficult discussion, intended to find several billion euros in savings at the request of the government.

At the end of September, the executive announced the color to the social partners. It will take between 3 and 3.9 billion euros in savings over three years. Main objectives posted: accelerate the return to employment, reduce precariousness and reduce debt Unédic.

"We were not plaintiffs," repeat the unions in a loop, pouting.

The social partners have already worked in 2018 on a reform that has widened the compensation to more resigning and in some cases to independent, campaign promise Emmanuel Macron.

The ink of this reform was also barely dry this summer that the President of the Republic asked them to reopen the site and review all the rules of compensation.

The latest unemployment insurance agreement, which sets out the compensation framework for jobseekers, was negotiated just before the presidential election and came into effect just over a year ago.

The secretary general of the CFDT, Laurent Berger, refuses "the budgetary approach" of this negotiation. For him, the important thing is to "maintain a level of compensation that allows the return to employment, (...) a good level of compensation" and that the problem of "the misuse of short contracts ". This question is going to be the main node of the negotiation.

How to try to stop the proliferation of these contracts that are expensive for Unédic? The candidate Macron had promised to impose a "bonus penalty" to penalize the companies that abuse, but the government blows the hot and cold on this promise for several months.

This idea has always bristled the employers and the social partners have never managed to agree.


The expression "bonus malus" is also not included in the scoping document published in late September by the executive and serves as a roadmap. The CPME (Confederation of Small and Medium Enterprises) has already been appalled by a government project to which it has had access, and which it considers "deadly" for employment.

The eight trade unions and employers, managers of the unemployment insurance system, will also look at "permittance", ie the alternation between employment and unemployment, which includes several mechanisms such as the possibility of accumulating unemployment. part of allowance and salary.

The revision of the intermittent regime is also at stake.

The issue of declining allowances, especially for executives, should also be invited to the table. "We can open everything, watch everything without taboos", explained to AFP Hubert Mongon, unemployment insurance negotiator for the Medef.

In the end, if it is not satisfied, the state will resume the pen. It puts forward a financing now operated partly through the tax (CSG) instead of social security contributions to have more than ever his say.

Several unions have been warning for months about the future of paritarianism. Like FO, who fears that if the social partners do not arrive "to the end" of this negotiation, it is the "last Unédic negotiation".

On the employers' side, the Medef, which says it is "attached to an insurance and contributory system managed in a joint way", is worried about this "hybrid system". He does not want to "serve as a contribution adjustment variable" and warns that 200 million euros are missing today.

The Minister of Labor, Muriel Pénicaud, was arrested on this subject by letter mid-October, the social partners are waiting for his response.
