Islamabad - Over 10,000 police personnel will be providing security duties during Muharram while sizeable contingents of Pakistan Army and Rangers would be on call to assist them in case of any untoward happening, said City Police Officer (CPO) Rawalpindi Israr Ahmed Abassi here on Thursday.

“We have chalked out comprehensive security plan, overcoming all the shortcomings of the past, for ensuring fool proof security in the whole of District,” he told a well attended press conference. He said that request to the higher authorities would be sent to keep shut the mobile phone services for specific timings on the days of Ashura with an ultimate aim to effectively counter the chances of any untoward happening.

“The police are ready to take any challenge and fully charged to provide complete security to the masses by mobilizing all the resources,” he said adding no infringement of the law, whatsoever will be tolerated at any cost. He particularly mentioned about the National Action Plan (NAP) and said that all the police stations have already been carrying out special operations and raids to check violation of the plan.

Meetings are being organized separately with the Amn Committees at District, Tehsil and Sector levels besides with the organizers of the Muharram processions especially during the first ten days of the sacred month. “Central Control Room under his direct supervision has been established in Rawalpindi and it would start round-the-clock operations in next couple of days.”

The CPO said that special mobile camera van besides drone camera and other equipments have been procured for the surveillance of the processions and the Punjab Government has been asked to provide further funding for purchase of Close Circuit Tv (CCTV) Cameras and walk through gates. “We would install CCTV Cameras at almost all the sensitive points in Pindi.”

He said the on-going process for door-to-door registration of the residents of Rawalpindi is being carried out with the assistance of various law enforcement agencies with the target to get it completed before the advent of Muharram.

The CPO said that the process of ensuring inter-agencies coordination has already been accomplished by holding series of joint meetings at various levels and all the law enforcement agencies would be working with the spirit of hand in glove.

Unveiling the security plan, he said “Three-layered plugging to check the internal or external security threats has been carried out while four-layered security will be provided during Muharram.” He said unlike in the past he himself will supervise the entire security operations and all the SPs, DSPs and SHOs in the District would be keeping their respective forces to the level of highest alertness during the entire month.

The City Police Officer urged the general public to be more vigilant and in case they notice any unusual activity they should report to the concerned police or any higher authority for an immediate remedial action.

Answering a question, Israr said that the process of accountability in the force under his command is continuing according to which various actions had been ordered against those 1000 personnel who were found guilty of various irregularities or were found involved in different unlawful acts.

In reply to a question on the security arrangements, he said “Yes - I am fully stratified with the security arrangements which have carried out so far and will be carrying out during the days of Muharram.”
