ISLAMABAD - The Supreme Court on Thursday directed Director General Federal Investigation Agency (FIA) to ensure shifting of main accused in National Insurance Company Limited (NICL) scam from Karcahi to Lahore for interrogation. The court also directed FIA to expedite its efforts for the recovery of amount by the culprits, who were involved in the NICL scam. Chief Justice Iftikhar Mohammad Chaudhary heading a three-member bench of the apex court observed that except in Lahore no progress has been made. DG FIA Waseem Ahmed informed the court the scam is of Rs4 billion and they have recovered 50 per cent money so far, while making effort to recover the rest of the amount soon. A three-member bench of the apex court was hearing a suo moto case regarding violation of rules by NICL chief in procuring land and property within and outside the country at high rates that cause huge financial loss to the national exchequer. Director FIA Punjab Zafar Qureshi informed the court that more than Rs one billion have been recovered from culprits, who were involved in NICL scam. He told about the red warrant for the arrest of Mohsin Warraich son of Habibullah Warriach. Habibullah Warraich, a former state defence minister, was accused of embezzling Rs1.68 billion from the company funds. He was charged for selling 800 kanals land to the NICL at inflated rates. He was arrested on October 31 from his residence on corruption charges after which his assets, worth an estimated Rs1.2 billion were frozen. Qureshi said that Ayaz Khan Niazi main culprit of this scam is detained in Karachi and the request has been made to chief secretary Sindh for his custody. He said out of Rs 1 billion and 68 crore they have recovered Rs1 billion and 48 crore, while Rs28 crore would be recovered by 31st December. The court expressed its dissatisfaction on the FIA Karcahi for delaying the investigation in this scam and directed the DG FIA to recover the remaining amount as soon as possible and adjourned the hearing till January 11, 2011.
