HE dept initiates one-window operation

LAHORE - The higher education department is perhaps the second after the LDA to initiate one window operation for disposal of college teachers grievances and dealing them accordingly. The one window operation being handled by the secretary higher education at the Punjab education department at Civil Secretariat has benefited the teachers besides streamlining the working of department. Lately the one window operation has been re-composed and re-furbished for quick disposal of cases. Since its inception in October last year, it has resolved as many as 6,000 applications to date giving unprecedented relief to the college teachers. The latest review showed only 200 applications were pending till Tuesday. The representations made by the teachers included their postings and transfers, disbursement of earned leave allowances and other service matters. The additional secretary incharge of the one window told this scribe the cases were decided within a time limit of two weeks of the receipt of applications. The teachers may not have to run from pillar to post for redressal of their grievances or travel to Lahore for personal approach to the concerned officials for getting their job done. Like the one window operation, monitoring and evaluation of college teachers working in the province has also been accelerated. This is now a teamwork instead of inspection by an individual. The additional secretaries and deputy secretaries undertake monitoring tours along with DPI (colleges) in each division to check the absenteeism of teachers and the classroom instructions according to the timetable. The higher education department has already taken action against hundreds of teachers for being absent from the classrooms, 80 of them from Lahore. Some of them were exonerated from the charges on genuine reasons. The one window operation has also alleviated the chances of corruption by the lower staff, as the applicants need to approach them in pursuance of their files.
