The suggestion by the Punjab and Khyber Pakhtunkhwa governments to devolve the regulation of the power sector from the federal to the provincial governments is a sound one. It would save the government Rs125 billion per annum. By devolving power regulation to the provinces, the federal government would also remove one of the inconsistencies that developed as a result of the Eighteenth Amendment.
