Small dams or large dams

We have been informed that USA has promised $ 200 million for Bhasha Dam which is 2 percent of total outlay of $10 billion estimated cost of Dam. The promise of (ADB) and USA to form a consortium in the future is like a gleam in the eye while the first ground breaking of the Dam site was made six years ago. $ 200 million is just peanuts for the construction of a dam; we are depending on the future promises of donors for the last six years. World Bank has refused to fund the said dam and how come ADB would behave differently in future while India refuses to give NOC for the dam. The Awami National Party leaders have gone berserk over the decision of Lahore High Court to ask the Federation to implement the decision of CCI on the Kalabagh Dam for which the World Bank had paid for the completed feasibility. How many times we would use the aid money to carry out feasibilities and then fall into bickering between the provinces to build the dam.
