ISLAMABAD - The government spent Rs 465.341 billion on the Poverty Reduction Strategy Programme (PRSP) during the first half (July-December) of the current fiscal year 2010-11 compared to Rs 416.922 billion in the same period last year, showing an increase of over 11 per cent. Spending on social security and social welfare was drastically low. In the first half 2010-11 the government spent only Rs 5.332 billion, against Rs19.138 billion in the same period of the last fiscal year. According to a new report published by the Ministry of Finance, covering budgetary expenditures during the first half of 2010-11, shows that education sector received financial outlay of Rs153.582 billion compared to Rs116.705 billion in the corresponding period of 2009-10. Punjab topped in education expenditure with Rs63.559 billion, followed by Sindhs Rs42.301 billion, Rs 27.231 billion for federal, Rs 13.499 billion for Khyber Pakhtunkhwa and Rs 6.992 billion for Balochistan. Meanwhile, the government spent Rs 40.898 billion on the health sector compared to Rs 33.322 billion during the same period last year. Expenditure on agriculture rose to Rs 35.357 billion against Rs 30.799 billion during the first half of 2009-10. Spending on natural calamities and other disasters registered at Rs39.955 billion as compare to Rs 4.161 billion during the same period previous financial year. Spending on subsidies decreased to Rs 74.458 billion in the first half of 2010-11 from Rs77.441 billion in the same period in 2009-10. Law and order situation continues to erode national exchequer with rising expenditures. During July-December 2010, government spending on maintaining law and order reached Rs72.922 billion from Rs 62.882 billion during the first half of 2009-10 fiscal. Population planning is marred by low expenditure, as the country is to undergo population census during the next few months. The government spent only Rs2.245 billion in July-December 2010-11 against Rs2.689 billion in the last years corresponding period. Spending on rural development declined during the first half with Rs4.838 billion against Rs6.569 billion last year. According to the report, the government spent Rs 980 million on land reclamation during first half of 2010-11 against Rs 813 million during the same period last year. Meanwhile it spent Rs 67 million against Rs 63 million, Rs 6.284 billion on justice administration and Rs 662 million on Peoples Works Programme-I against the Rs 1.197 billion during same period last year.
