PPP, MQM again fail to sort out differences on LG system

KARACHI The Pakistan Peoples Party (PPP) and Muttahida Qaumi Movement (MQM) once again failed to sort out differences on LG system as the core committee meeting of both ruling coalition partners in Sindh remained inconclusive on Friday. The core committee of both parties, however, agreed to continue consultation process till finalisation of a consensus draft on Local Government Bill, 2011. Sources said the two parties decided to come up with more suggestions and meet on December 14. The core committee of the two parties met at CMs House with Senior Minister for Education Pir Mazharul Haq, Local Government Minster Agha Siraj Durrani, Minister for Archives Rafique Engineer and Saeed Ghani from ruling PPP and MQMs Parliamentary Leader in Sindh Assembly Syed Sardar Ahmed, Dr Sagheer Ahmed, MNA Wasim Akhtar and Kanwar Naveed Jamil representing the MQM. The other coalition partners including PML-F, ANP, PML-Q and NPP were not invited at the meeting despite their repeated demands to take them into confidence on LG issue. PML-F has recently proposed their draft of local government system, which is also similar to the 1979 system. A PPP leader, privy to the talks held in the meeting, told TheNation that both the parties discussed local government system clause-by-clause as proposals submitted by both the parties were contradictory to each other. Meanwhile, a brief statement issued from the CMs House said that two sides discussed each others proposals pertaining to Local Government System, 2011 clause-by-clause. The meeting was told that debate on the proposals would continue in next few days, and after developing a consensus the proposed act of local government system would be presented in the Sindh Assembly for legislation, official statement added. It may be mentioned that other coalition partners including Pakistan Muslim League Functional (PML-F), Pakistan Muslim League (Q), Awami National Party, National Peoples Party (NPP) have supported the draft of bill prepared by the ruling PPP. However the MQM, which has differences with PPP over its bill, wants the district governments more powerful in their proposed local government system. The PPP and other coalition partners believe that powerful and authoritative local level governments will undermine the writ of the provincial government. The MQM have recently expressed its concerns over LG draft submitted by the PPP. It hoped that new local government law will be finalised shortly as President of Pakistan Asif Ali Zardari had promised with them. It appears that major portion of the recommendations made by the MQM would be incorporated in new law. However, MQM leader Wasim Aftab has said that both the parties have a consensus opinion that a new system should be introduced. There will be more and more discussions to introduce a new system, he said.
