LAHORE : Process of awarding a contract for transmission of power from Neelum-Jhelum Hydropower Project to a Chinese company has been assailed before the Supreme Court.  Watan Party challenged a “Letter of Acceptance” given to M/s China Gezhouba Company to award the contract for being in violation of Public Procurement Rules.  In a petition filed at Lahore registry of the SC, the petitioner-party through its counsel stated that the Chinese company was not the lowest bidder whereas an Iranian company M/s Surin offered the lowest bid for the project.  Petitioner said the NTDC also changed financial terms of the project to accommodate the Chinese firm and allowed it to change its bid after the bid opening.

It prayed that the letter of acceptance given to the respondent company be declared illegal and cancelled. Moreover, the federal government and NTDC be directed to scrap the tender for the project and hold the bidding afresh strictly in accordance with law.
