ISLAMABAD - Chairman Capital Development Authority (CDA) in gross violation of the Authority's service regulations has granted one-year extension to a deputationist deputy director without taking CDA's Board into confidence, it has been learnt. CDA's service regulations empower only CDA's Board to decide fate of deputationist officials after expiration of their tenure, but the same has been totally bypassed in the decision. Moreover, a No Objection Certificate (NOC) is required from parent organisation of the official whose services are being extended, a requirement CDA's Chairman hasn't bothered for, revealed a senior official of the Authority on condition of anonymity. It is for the second time that CDA's chairmen bypassed the Board while extending services of Shahwar Syed, Deputy Director Media Relations. She had also managed to remain in the civic agency despite the fact that CDA Board had rejected her request for absorption in CDA, last year. Chairman CDA Tariq Mehmood Khan's decision has further stirred resentment in regular employees of the Authority who already have moved Islamabad High Court against officials working in the Authority on deputation. CDA's Board, too, added to worries of career employees of the civic agency last week when it extended services of Deputy Finance Advisor Mumtaz Bhatti for the second time. The Board, thus, violated its own decision it had given last year in Shahwar Syed's case that no more cases regarding extension of services of deputationists would be taken up in future. Deputationists have been a source of resentment among regular employees of the Authority since long, who feel they are being deprived of promotions in their presence. Presently, as many as 31 officers of Grade 17 or above, are serving on deputation in the Authority, including Chairman CDA and Board members. Other officials include Mumtaz Ali Bhatti, Deputy Financial Adviser (DFA), Dr Faisal Malik Awan, Director Project Management Office (PMO), Mirza Khalid Mehmood, Director Estate Management, Saqib Majeed Malik, Senior Special Magistrate, Malik Abid Mehmood, Director Parks, Asad Ullah Faiz, Director Lands & Rehabilitation, Dr Nazir Sahito, Associate Dermatologist, Mohammad Zahid, Deputy Director Rehabilitation, Mansoor Ahmed Pirzada, Revenue Officer, Raja Mohammad Javed, Director Zoo, Sohail Hanif, Deputy Director P&D, Said Rasul, Assistant Director Civil, Abid Hussain Malik, Assistant Director Estate Management, Mohammad Shabbir Malik, Project Director Bari Imam Complex, Dr Jamal Nasir, Deputy Director Medical, Asif Ali Qureshi, Deputy Director Revenue, Mohammad Najeeb Aslam, Deputy Commissioner CDA, Dr Fazal Majeed, Medical Officer, Dr Shafiqur Rehman, Director Staff to Chairman, Waqar, Director Sports & Culture, Mansoor Ahmed, Director Admin, Mrs Shahwar Syed, Deputy Director Public Relations, Maqsood Ahmed Jan, Deputy Director Estate Management, Shan-ul-Haq, Deputy Director-Lands, and Wasim Shamshad Ali, Director Municipal Administration. The list shows that majority of key positions have been occupied by officials deputed in the Authority on the basis of political favouritism. Chairman CDA and Board members come from outside as a routine practice, however, it was during the previous regime that such a huge number of deputationists were inducted in CDA against lucrative posts.
