LAHORE – The City’s (Operations) Police Chief DIG Ghulam Mahmood Dogar has said that crime of all categories has decreased significantly except organised crime regarding bank robberies, as compared to the previous year.

Mr. Dogar expressed these views during a brief chat with this reporter at his office on Saturday. The cop, who has come up with a special Training Course regarding moral education of the Station House Officers, who were being instructed to behave politely with the aggrieved persons when they visit the police stations. He said that the complainants have nothing to do with the SHO’s ‘round-the-clock’ duty hours, which sometimes make them frustrated. However, the department was planning to initiate a special course on moral education of the SHOs and other commanding officers. He claimed more than 75 percent complaints could be addressed on the spot while dealing politely with the aggrieved families.

To a query regarding ever increasing complaints of usury and the elements involved in the business, DIG Ghulam Mahmood Dogar said that around 12 cases have been registered against responsible persons. A special Complaint Cell has been established under the supervision of DSP Legal and Inspector Headquarters, who are responsible to trace the culprits, conduct inquiry and recommend tangible action against the guilty cops and general accused men.

He further told this reporter that the Mujahid Squad had been dissolved and now the divisional SPs have been authorised to utilise the force physically to round up criminals. “Frankly speaking, Lahore Police lacks modern equipment, which is a main hurdle in investigation and tracing the bandits. If we have complete tracking system and access to the mobile data, we could easily trace the location of the criminals and then the results would be entirely different,” he stated.

When asked about over 445 hotels/guesthouses and 840 gambling dens being operated in the Provincial Capital, the DIG said, “This is a sensitive issue, sometime we raid but the owners approach court and claim that police have violated sanctity of boundary so there is not much we could do under the circumstances.” However, he said that the police continue carrying out raids on notorious brothel houses and gambling dens on the tip-off.  GM Dogar categorically said that first time in the history of Lahore Police, FIRs have been lodged against SHOs on deliberate negligence and three SHOs have been punished in this regard so far.

According to the DIG, crime against property had gone down except bank robberies, which the policemen cannot curtail due to poor detecting system.
