Senate demands implementation of FCR amends in Fata

ISLAMABAD - The members of both Treasury as well as Opposition benches made a heated debate in the Upper House for rooting out illiteracy, poverty, terrorism and unemployment from FATA and demanded of the Government to introduce and implement FCR amendments as early as possible. Earlier, Hafiz Rasheed Ahmad belonging to Federally Administered Tribal Areas (FATA) had moved a resolution in the Senate for recommendations to the Government to take effective steps for implementation of employment quota of FATA in Government Services that was supported both from Opposition as well as Treasury benches. He suggested that like Aghaz-e-Haqooq-e-Balochistan, the Federal Government should announce relief package for the poverty-hit people of the area. He tabled two suggestions before the House for the development of FATA; firstly the Government should initiate reforms for the area and secondly at least 500 people from FATA should be given employments in the Federal Government. Senator Abbas was of the view that situation could take a turn only by eradicating unemployment in FATA. Senator Abdul Rasheed pointed out three problems of the area that are geographical, constitutional and economical. No Constitution exists for FATA, he said, adding Frontier Crimes Regulation (FCR) is a system, not a constitution. Abdul Raheem Mandokhel while giving the new name to FATA as 'Central Pakhtunkhwa said that any legislation introduced by Parliament can only be applied in an area where the jirga allowed it. He added that new constitutional reforms should be introduced where jirga members should be elected and political agents must be answerable before them. Haji Ghulam Ahmed Bilour of ANP proposed to devise a new policy in the area, saying that giving proper quota was not the solution of the problem. He also criticised the Governments announcement of two-day holidays as a part of a strategy for energy conservation plan and termed the announcement lethal to the nation. Raja Zafarul Haq of PML-N hinted out a flaw in the 18th Amendment, as according to him it failed to give due rights to people of FATA. Prof Ibrahim termed it amazing that elected members of the Parliament from FATA could make legislation for the whole country but not for the area they belonged to, as no legislation could be implemented in FATA without prior approval from the President of Pakistan. The people of the area are deprived of their basic rights of appeal in the High Court and Supreme Court of Pakistan as political agent is the centre of all powers, he commented. Dr Ismail Buledi recommended that the resolution should be moved for barring interference of US in the area. Minister for States and Frontier Regions Najmuddin Khan cleared that employment quota was attached with Khyber Pakhtunkhwa and not with the Federal Government, and FATA was already getting 20% quota from the employments advertised in the province in addition to 2% quota from Federal Government. The Government has worked a lot on FCR amendments including and political agents were made toothless as far as judicial powers were concerned. The House passed a resolution unanimously and Chairman Senate gave ruling that FATA should be given due quota in employments of Federal Government services.
