Govt unlikely to repost Hussain Asghar in FIA

ISLAMABAD - The chances that Hussain Asghar, a former investigator of the notorious Haj scandal, gets reposted to investigate the case do not appear to be bright till Monday when the Supreme Court will resume its hearing in the case that day, it is learnt. A three-member bench of the Supreme Court headed by Chief Justice Iftikhar Mohammad Chaudhry will hear the much-debated mismanagement in Haj affairs during the last year tomorrow after a break of around three weeks. Though the apex court in its last hearing on 23 August had granted the federal government two more weeks for the reposting of Hussain Asghar to his previous position in Federal Investigation Agency (FIA), yet the federal government has so far not moved an inch to follow the Supreme Court orders, sources aware of the development informed TheNation. Hussain Asghar, who has served in Federal Investigation Agency (FIA) as Director Admin and Director Interpol, is presently serving as Inspector General (IG) of Gilgit-Baltistan (GB). Background interviews with some top level officials of the Ministry of Interior indicate that the government. wanted to keep Hussain Asghar, a Police Service of Pakistan (PSP) officer known for his integrity and uprightness, away from the investigations of the Haj scam as was done with Zafar Qureshi in NICL scam. An official of the ministry informed on the condition of anonymity that the government will resist the apex court orders at the maximum level and use all means to delay the reposting of Mr Asghar on one pretext and the other in FIA as investigator officer of the Haj scandal. Earlier, the federal government in general and the Interior Minister Rehman Malik in specific got annoyed with Mr Asghar when he issued notices to some officials of the Interior Ministry in connection with the Haj scam as well as summoned Abdul Qadir Gilani, the son of PM Gilani in the same case. The apex court time and again has directed the federal government to bring back Hussain Asghar in FIA after former Secretary Establishment Sohail Ahmed issued notification of his reposting as investigation officer in the scam. The government had made Mr Ahmed Officer on Special Duty (OSD) soon after he issued that notification on the orders of the court what it termed that the issuance of the notification was beyond the powers of the Secretary Establishment. However, the government did not repost Mr Asghar even after the issuance of his notification on the pretext that the government of Gilgit-Baltistan (GB) was not ready to relieve him due to law and order situation in the area till the month of Moharram. Chief Minister GB, Syed Mehdi Shah had publicly said that he would not order for relieving of Mr Asghar till his reasonable replacement and he would work as IG till that time. However, the sources privy to the development are of the view that chief minister GB had taken the stance on the issue on the directions of his party, the ruling PPP, from Islamabad. On the other hand, the sources close to Hussain Asghar claim that he was ready to resume his previous duties in FIA on the directions of the Supreme Court and had no concern with his present posting as Inspector General of Police. The investigations into the mismanagement in Haj arrangement are at standstill after the transfer of Hussain Asghar from FIA in April. The authority could not make any apparent progress into the investigations after Mr Asghar and the pace of the investigation process became very slow and that is being believed to be the prime motive of the government behind his transfer. Special Judge Central Rawalpindi while hearing Haj scam last Tuesday had expressed his displeasure over FIA after the later failed to submit complete challan of the case in due course of time.
