ISLAMABAD -  Streamlining the transfers and postings, appointments on merit, doing away with junior officers occupying important slots in the Establishment Division are some of the challenges the recently appointed Secretary Maroof Afzal will face.

The Establishment Division monitors transfers and postings of the top level bureaucracy across the country.

Four junior officers of grade-19 of the Secretariat Group have been occupying five posts of grade-20 under section -10 of service rules in the Establishment Division despite the facts that several senior officers have been awaiting postings orders after they had been made officer on special duty (OSDs).

Well-placed sources told The Nation that these officers are looking after most important sections of Establishment Division.

According to the sources, 19-grade officers, Joint Secretary Regulations Anjuma Bashir Shiekh, Joint Secretary Career Planning Omer Bin Zia, Joint Secretary Training Meeran Muhhuddin and Joint Secretary Discipline Zakaria have been posted on grade-20 slots. Zakaria has also been given additional charge of the Joint Secretary Litigation. They said that these officers use their influence in the preparation of the seniority list of officers of different services groups who are waiting for promotions, the sources said.

According to the documents available with The Nation, 20 officers of grade-20 of the Pakistan Administrative Service, the Police Service of Pakistan and Secretariat Group have been posted in the Establishment Division as OSDs and awaiting postings.

They include Azim Arshad, Muahammad Ilyas, Shafqat ur Rehman Ranjha, Slaman Mufti, Yousuf Khan, Rashid Mansoor, Aziz-ur-Rehman, Aftab Ahmed, Sumaira Sammad, Faisal Malik Awan, Zafar Nasrullah Khan, Irum Bokhari, Ehsan Sadiq, Capt (retd) Usman Zakria, Capt (retd) Osama Mumtaz Raja, Saad Akhtar, Muhammad Khalid Khattak, Abdul Rauf Khan, Azra Jamali, Syed Iftikhar ul Hassan Shah Gilani and Nadeem Ahmed Malik.

A senior officer said that the federal government has appointed these officers on key posts in the Establishment Division without promotions as 20 officers have been awaiting postings who are working as OSDs in the Establishment Division.

He said these blue-eyed officers had been appointed with the support of the Prime Minister’s Office, the official claimed. He said that the post of Joint Secretary Career and Planning (CP-2) was considered a key post in the Establishment Division.

He said that the Maroof Afzal is also close to Secretary to PM Fawad Hassan Fawad and he has been given this key assignment on the recommendation of Fawad.
