Govt earmarks Rs205b for internal security, border management

ISLAMABAD - The federal government on Friday earmarked an amount of Rs 205 billion for the internal security, border management and law and order related non-development and development expenditures under the head of Ministry of Interior in the Finance Bill 2022.

The non-development budget of the Ministry of Interior has been increased by 20 per cent while there is a decrease of 25 per cent in its development budget for the fiscal year 2022-23 as compared to the previous fiscal year. The non-development budget of the ministry has been increased from Rs 163 billion to Rs 196 billion for the upcoming fiscal year that will start from July 1. For the development budget, an amount of Rs 9.093 billion has been allocated under the Public Sector Development Programme (PSDP) for 2022-23 which is Rs 3 billion less than the revised development budget of the previous fiscal year. The federal government had earmarked total 21 billion under PSDP for the fiscal year 2012-22 but it was later revised and decreased to Rs 12.049 billion. The non-development budget of the interior ministry includes  expenditures of Interior Division, Islamabad Capital Territory (ICT), Combined Civil Armed Forces (CAF)—Frontier Constabulary, Frontier Corps, Pakistan Coastal Guards, Pakistan Rangers (Sindh and Punjab), and Gilgit-Baltistan Scouts— and National Counter Terrorism Authority (NACTA).

Out of the allocation of non-development budget, the major share goes to the civil armed forces (CAF) that have been allocated an amount of Rs 163 billion for the fiscal year 2022-23. An amount of Rs 14 billion has been allocated for ICT to run affairs of the capital police and Islamabad administration. Similarly, Rs 12 billion have been earmarked for the expenditures of the Interior Division and another amount of Rs 7 billion has been allocated for miscellaneous expenditures of the Division. The federal government has allocated an amount of Rs 269 million for the non-development expenditures of the NACTA. For the new schemes of Interior Division under PSDP 2022-23, an amount of Rs 1000 million has been allocated for construction of Rawat-Faizabad Metro Bus Service in Islamabad, Rs 500 million for Bhara Kahu – Faizabad Metro Bus Service, Rs 80 million for Foreign Nationals Security Cell, and Rs 350 million for the construction of National Police Hospital is Islamabad

For the on-going schemes under the PSDP, an amount of Rs 444 million has been allocated for capacity enhancement of CAF for management of Western Border by raising five additional wings for Frontier Corps Balochistan (South), Rs 350 million for construction of 10th Avenue in Islamabad, Rs 450 million for construction of buildings for 13 regional passport offices in Sindh, Rs 250 million for construction of flyover and approaches at Railway Line Sihala in Islamabad, and Rs 200 million for construction of Korang Bridge and PWD underpass in Islamabad. An amount of Rs 350 million has been earmarked for construction of model prison at Sector H-16 in Islamabad, Rs 500 million for establishment of National Forensic Science Agency, and Islamabad Laboratory, Rs 300 million for Integrated Border Management System (IBMS) Phase-II, and Rs 100 million for National Response Center for Cyber Crime (NR3C) Phase-III.

For the on-going development schemes, an amount of Rs 350 million has been allocated for operation, management and maintenance of Metro Bus from Peshawar Mor to New Islamabad International Airport (NIIA), Rs 250 million for operational improvement of Federal Investigation Agency (FIA) in anti-money laundering (AML) and countering of terror financing (CFT), counter terrorism and case management system, Rs 300 million for revamping of FIA’s Cyber Crime Wing, Rs 126.640 million for “Safer Islamabad: Surveillance through Smart Cars” programme, Rs 230.100 million for site up-gradation of 163 regional passport offices & offices of passports at 49 Pakistan’s foreign mission abroad and Rs 450 million for up-gradation of biometric identification system for passport application at headquarters of Passport Office.
