Writ of govt at all costs: Gilani

ISLAMABAD - Amid strong criticism by PML-N and JUI-F over launching of military operation in Swat without taking the Parliament into confidence, Prime Minister Syed Yousuf Raza Gilani Monday said that the government could arrange in-camera briefing for parliamentary leaders of the parties by law enforcement agencies. While responding to the fiery speech of the Leader of Opposition in the National Assembly Ch Nisar Ali Khan in which he assailed the governments decision of launching military operation in Swat saying that it had been started without taking all the political parties and the Parliament on board, the Prime Minister assured the House that the government would never compromise on the security, sovereignty, honour and dignity of Pakistan. He said that though the briefing could have been done by the Interior Minister yet owing to the sensitivity of the issue 'I would suggest that law enforcement agencies should brief the parliamentary heads. PM Gilani told the House that the report of the joint committee of Parliament on National Security had been received by his office and the Chief Ministers of all provinces were being taken into confidence. After thorough discussion on the findings of the report, it would be made the basis of a policy to resolve all the national security issues in future, he added. The Prime Minister said that a committee of all political parties should be formed to highlight the issue abroad and brief the international community about the needs of the displaced people as besides relief, the major challenge would be reconstruction. Pakistani foreign missions have also been assigned the task to apprise the leaders in their respective countries about the losses to the people of the area where military operation has been launched to clear it of the militants, he stated. He urged all the members to give their positive views about the military operation as it would boost the morale of the Army personnel who were fighting against the militancy for the sake of national security and dignity. The PM said that those militants had no religion. They have their own agenda and they want to destabilize Pakistan, he said adding that they had some foreign agenda and mission. He also assured the House that the Army was fully capable of defending Pakistan. The PM said militants also wanted to conquer country under forreign agenda. Throwing light on the compulsions behind the decision of launching military offensive in Swat, the Prime Minister regretted that after NAR promulgation instead of ensuring peace, the writ of the provincial government had been challenged, personnel of the law enforcing agencies had been taken hostage, the government property had been destroyed or forcefully occupied. In these circumstances, the government was left with no other option but to order military operation against the militants and terrorists, he stated. Gilani said that all the stakeholders had agreed that the operation in the area had become unavoidable and the parliamentarians belonging to Swat, Buner, Shangla and other adjoining areas were also taken on board prior to the action. He said that the militants had laid down mines in the area in an attempt to inflict maximum casualties during relaxation in curfew, but those were cleared by the Pakistan Army personnel. Gilani urged all the politicians to support the government at this critical juncture as it was not the time to do politics. The Prime Minister also announced a comprehensive strategy for the Internally Displaced Persons (IDPs) and announced that a special support group at federal level would be constituted which will organize an international donors conference. He said all the matters relating to the IDPs would be looked after by the NWFP Government and the role of the special support group, headed by Lt.Gen. Nadeem Ahmed, would be that of a coordinator. He said Lt.Gen. Nadeem has been chosen in view of his experience for rehabilitation and reconstruction during the 2005 earthquake. Prime Minister Gilani said the support group would have a senior representative each from the Ministries of Interior, Health, Information, Foreign Affairs, Cabinet and Finance. He said the NWFP Government would make an assessment of the damages to the property in the areas where Army action was being taken and added that those areas might be exempted from taxes. Prime Minister Gilani said that the government had already announced Rs 1 billion for the IDPs and Rs 500 million have already been transferred to NWFP Government. The PM said that the military operation was not a permanent solution and the government would enhance the capacity of Frontier Constabulary and Frontier Corps to maintain law and order in the region in future with bomb-resistant police stations and jamming of illegal FM radio transmission to counter the negative propaganda. Ch Nisar Ali Khan, the Opposition Leader in the National Assembly said that the government had launched the operation without taking the parliament into confidence and urged the government to keep military operation as brief as it could. He said the PML-N was not opposing the ongoing action in Swat, but the situation was not so easy and simple. He suggested that the course of dialogue should be revived at some stage for durable solution of the issue. He announced that PML-N members of the National Assembly would donate one months salary towards the rehabilitation of the IDPs. Chaudhry Nisar criticized the MoU on Pak-Afghan transit trade and said it was done without taking the political leadership into confidence. He said that the government lacked direction and vision. The government has many versions. In the Senate we are told by the Interior Ministry that the enemies of Pakistan including India, Russia and Afghanistan are hatching conspiracies against us while our President in Washington says that India has never been threat to Pakistan, he added. He urged the government to stress upon the United States to deal with Pakistan and Afghanistan separately. Chaudhry Nisar said supporting Taliban or the US were both equally damaging to the national interests. The government should establish its writ and the PML-N would fully support it if it strives to uproot anti-state elements. He said that efforts should not be focused only on Swat and we should re-evaluate our policies on FATA and Balochistan as well. He asked the government to apprise the House about the links of terrorist groups working to destabilize the country and suggested to form the committees on different national issues to devise multi-pronged strategy for their amicable solution. Jamiat Ulema-e-Islam (JUI-F) Chief Maulana Fazlur Rehman harshly criticized the military operation in Swat and said the government should have followed the path of negotiation to resolve the issue. He said neither the government had taken the JUI-F into confidence while signing peace agreement with Tehreek-e-Nifaz-e-Shariat-e-Muhammadi, nor over the military operation in the area. He said that the parliament had unanimously passed a resolution during in-camera briefing on security that the issue would be resolved through peaceful means and dialogue. Fazl questioned that why the military operation had been launched in Swat when the parliament had declared the policies of the previous government with regard to extremism and terrorism as 'wrong. Maulana Fazl said that in the military operation in Swat not terrorists but innocent civilians were being killed. He expressed concern over the fate of stranded civilian population in the area. He condemned the drone attacks and said such attacks were violating the integrity and sovereignty of the country. He said that the government had taken wrong decision at wrong time. Later, Fazlur Rehman staged walk out from the Assembly in protest over the military operation saying, I announce dissociation with the government on this decision. After the Asr prayer break, the Prime Minister returned to the House and said that he had taken all the political parties into confidence but unfortunately Maulana Fazlur Rehman was out of the country, so he could not be contacted. PM Gilani reiterated that it was necessary to take all his coalition partners into confidence over the matters of national importance. He appreciated Maulana Fazlur Rehman for agreeing to in-camera briefing by law enforcement agencies. The Prime Minister also announced that he was ready to hold All Parties Conference (APC) on national security issues, situation in FATA, NWFP and Balochistan. PML-Q MNA Ameer Muqam from Shangla in his speech said that over the last one year operation in Swat was looked upon suspiciously by the people but they supported Nizam-e-Adl. He said no one stopped the armed persons when they entered Buner after which the operation was launched. Amir Muqam urged the Prime Minister to play his role in restoring the law and order in Swat and said he had played a positive role when he ordered restoration of judiciary on March 16. Muqam stressed the need for using the government buildings especially schools for accommodating the Internally Displaced Persons (IDPs) as it was very difficult for those persons to stay in the tents in scorching heat. He said these persons were also facing difficulties in getting themselves registered as the authorities were demanding NADRA identification card. He said this condition should be done away with and instead local nazims of their areas should verify these persons. He also announced his one months salary for IDPs. PPP-Sherpao Chief, Aftab Ahmed Sherpao appreciated the Prime Minister for calling the National Assembly session to discuss the situation in Swat. Before the Prime Ministers announcement, the operation had already been launched and there was no element of surprise when he announced calling of military in his address to the nation, Sherpao added. He was of the view that all the MNAs, Senators and MPAs from the NWFP should have been called by the Prime Minister for taking them into confidence before the launch of operation. He suggested formation of a parliamentary committee to oversee that the money for IDPs was being spent on them and used judiciously. He said the government must prepare true statistics for getting maximum help from the international donors. There should be a unity amongst all the provinces to help the IDPs as they are also Pakistanis, Sherpao said and demanded the holding of APC to take all stakeholders on board. Deputy Speaker National Assembly Faisal Karim Kundi said that the MNAs of the Pakistan Peoples Party and its coalition partners had donated one month salary for the Internally Displaced Persons (IDPs). The donation would be submitted in the Prime Ministers relief fund set up for the relief of IDPs, he said. Pervez Khan Advocate of Awami National Party (ANP) said that his party had signed NAR with sincerity for peace. But the Taliban did not honour the peace agreement and the government in compulsion launched military offensive in Swat, he added. Criticizing JUI-F without taking its name he questioned why had not its Ministers staged walk-out from the Cabinet meeting when it endorsed the military operation in Swat? He said that Pakistan would have to stop interfering in the internal affairs of Afghanistan for establishing permanent peace in NWFP.
