KARACHI - Dozens of UC nazims here in the City have not received the forms from the Sindh Local Government Department so far, for the establishment of Public Participation Committees (PPCs) in their respective UCs, directed by the Federal Government as a preventive measure to combat the wave of terrorism. Asif Siddiqui, a UC Nazim from Saddar Town and leader of the house in the City Council, when was contacted, said that neither he nor any other UC nazim of the Haq Parast group had received any form so far. As far as the establishment of the committees are concerned under the chairmanship of UC nazim, we welcomed the decision of the Federal government that it is necessary to combat and face the ongoing wave of terrorism, Siddiqui said. He said that Haq Parast UC nazims were ready to implement the plan but so far they had not received any written directives or any sort of form from the Sindh Local Government Department to constitute the committees. Following the recent wave of terrorism and bomb blasts in major Cities, the Sindh government had planned a comprehensive strategy to combat terrorism and had issued a notification to the Provincial Local Government Department with directives to establish public participation committees across the province including the City at Union Council (UC) level. But due to lethargy of the officials concerned, the written directives and forms have not been sent to the UC nazims so far. The decision for the establishment of public participation committees at UCs level has been taken on the directives of the Federal Interior Ministry, sources said. The Federal government took the decision after Taliban and terrorist groups continuously hit Islamabad, Lahore, Peshawar and Rawalpindi. The sources said that the Sindh Home Department had directed the Local Government Department that each UC in the City will have to notify its public participation committee and a notification had been sent to the department in this regard. They said that it had been ensured in the notification that these 7-member (each) committees would be comprised of UC Nazim of the respective area, who would be the convener of the committee while six others would be members of a committee. These committees will consist of the police SHO of the respective area, councillors of the respective UCs, the UC concerned secretary, representative of civil society who will be nominated by the Deputy District Officer (DDO) Revenue of the CDGK and the representative of business and trade associations. Sources said that the Local Government Department had been directed to make ensure constitution of the committees within few days and directed the UCs secretaries to convene the first meeting of their respective public participation committees before the end of the next week. The copies of notification had also been sent to the Sindh Governors secretary, the Chief Minister secretary, the Sindh Chief Secretary, the Federal Interior secretary, the Sindh Inspector General of Police, Pakistan Rangers Sindh Director General, to all DCOs across the province, the Karachi CCPO and regional police officers of Hyderabad and Sukkur.
