Govt making efforts to improve masses living standard: Minister

PESHAWAR – Khyber Pakhtunkhwa Minister for Finance, Engr Humayun Khan has said that the provincial government has embarked upon the Public Financial Management Reforms, which aim at improving the life standard of the people through efficiency, transparency and citizen participation particularly in education and health sectors.This he said while addressing the one-day seminar on the eve of launching of District Conditional Grants held at Islamabad Club Auditorium under the auspices of Government of KP on Thursday. The seminar, besides KP Minister for Education was also addressed by MPA Israrullalh Gandapur, British Hugh Commissioner Adam Thomsun while Secretary Finance, Sahibzada Saeed Ahmad Khan updated the participants on the PFM reforms undertaken by the government and the problems/ issues necessitating these reforms. The additional Secretary Finance shared the basic concepts of conditional grants mechanism as introduced under the policy framework of Output Based Budgeting. On this occasion, representatives of USAID, World Bank, Deloitte Pakistan and officials of Finance, P&D, Health and Education departments, government of KP were also present. Engr Humayun Khan said that this policy adopted by the KP government was to address the genuine needs of the people by aligning strategic planning and budgeting for utmost service delivery to the masses, adding that most important element of which was to reduce the gap between the people and the state. He said KP government has piloted output-based conditional grants in education and health sectors in districts of Buner and DI Khan in collaboration with DFID. He added that the successes of this piloting have demonstrated that by trusting the citizens, efficiency in government operations can be enhanced. Humayun Khan said in the current year budget the KP government has decided to upscale the scope of districts conditional grants to another six districts. Earlier for sharing the success story of districts conditional grants with its development and strategic partners, a documentary titled “trusting the people” was displayed.
