It is encouraging to hear Chief Justice Lahore High Court Sheikh Azmat Saeed stress that the provision of free education to children between the ages of five and 15 years was a fundamental responsibility of the government under Article 25-A of the Constitution. With the passage of the 18th Amendment, no excuse from the provincial government, like the non-availability of funds, would be accepted. The provincial Education Secretary took the plea that legislation to this effect was in the process. Justice Saeed called for a detailed report within 15 days, on whether the legislation had been passed. The petitioner, who had filed a plea for the right of free education for all children, maintained that no fresh legislation was needed since Article 25-A makes the required provision. It may be recalled that successive regimes with varied political philosophies have merely been chanting slogans of free education from class one to matriculation. Free education is the only way Pakistan can move forward, as a prosperous society.
