Setting rules and abiding by them to the letter is the primary foundation for establishing an effective, time-tested leadership but unfortunately in Pakistan, in the public sector organizations, the retired-rehired lot have failed in abide by the rules or by turning a blind eye. Once the rules are set, they must be enforced unflinchingly and with an iron fist and none should be above the law. When employees realize that even the leader, the head of organization, the Secretary, the Chairman, the Managing Director, Director General or whosoever he or she is, is also subject to the rules and law then they will fall in line but who cares in this rules-less and lawless society where many people believe in this contemptuous Machiavellian principle, “It is better to be feared than loved” and also believe they are not subject to law.
