Islamabad - The National Accountability Bureau (NAB) has converted the complaint into inquiry against ex-vice chancellor of Federal Urdu University of Arts, Science and Technology Islamabad (FUUAST) on the charges of financial misappropriation, mismanagement and malpractices in the affairs of the university, The Nation learnt.

According to available documents with The Nation, the complaint against Dr Zafar Iqbal was received from the President Secretariat in last August.

The documents revealed that the complaint is based on the decision taken during the 26th meeting of the Senate of FUUAST held on 20-12-2014. A review panel under the chairmanship of Justice (Retd) Haziq-ul-Khairi was formed to look into the numerous complaints received against Dr Zafar Iqbal. The complaints included mismanagement in administrative, financial and academic functions of the university and non-compliance of the statutory provisions, incurring expenditures without approval, continued insubordination and defiance of the order of the Chancellor and Deputy Chair Senate in discharging functions as VC of FUUAST.

According to the report of the Review Panel, inter alia, Dr Zafar Iqbal is found guilty of corruption, mismanagement, financial irregularities and illegalities, monetary benefits and unethical activities as well as causing loss of goodwill and reputation of the University.

To consider the report of the Review Panel Committee, the 28th session of the Senate was held on 08-08-2015. The Senate unanimously made following recommendations which have been approved by the President of Pakistan as Chancellor of FUUAST including removal of Dr Zafar Iqbal from the post of vice chancellor, FUUAST in terms of Section 12 (5) of FUUAST Ordinance, 2002 and further legal action against him under Pakistan Penal Code. Secondly, referring to the case of misconduct and financial mismanagement of Dr Zafar Iqbal, as established by the Review Panel headed by Justice (Retd) Haziq ul Khairi, and also in the light of Lahore High Court’s decision on the establishment of an illegal sub-campus, to National Accountability Bureau (NAB) to proceed in accordance with law.

The Lahore High Court in its judgment dated 13-07-2015 in a related case has also observed: “By authorising a sub-campus sans approval of “Syndicate and Senate and NOC by the HEC, the vice chancellor has wilfully breached the applicable law, rules, process and requirements, abused the public trust and played havoc with the future of students with mollified for personal or group gains. Therefore proposed for disciplinary proceedings may be initiated against the vice chancellor and the registrar of FUUAST.” The Lahore High Court in its Order has also incorporated the findings of inquiry committee submitted by secretary education wherein it is mentioned that Dr Zafar Iqbal has abused public office for personal or group advantage.

The Court further directed: “Therefore, let this matter along with W.P. No. 15456/2014 be placed before the principal secretary to the president who will place the same before the chancellor of the university along with report filed by the secretary, ministry of federal education and professional training, government of Pakistan which is now part of the record. The chancellor will look into the matter and decide the issue raised therein through a speaking order strictly in accordance with law preferably within three month from the receipt of this order.”
