PESHAWAR - Despite tall claims of the Khyber-Pakhtunkhwa government regarding the governance system, the provincial government has failed to improve the Public Service Commission’s sluggish recruitment process as the commission not only takes years in hiring but sends wrong roll number slips to the candidates for the written exam.

A candidate, on condition anonymity, told The Nation that he has applied for a media-related post in 2015 and received the roll number slip in December this year, almost after three years.

He said that the public service commission have not only wasted his time of three years but have also sent wrong roll number slip of a post for which he is not eligible. The candidate said that he had applied for the post of communication officer having required qualification of journalism and mass communication but he has been called for the post of the assistant director having the qualification of statistic, economics, and public administration.

The candidate informed that it was not the first time and several other times, the psc administration has ‘committed mistakes’ like this. He said when the candidate applying for a post in Public Service Commission, they are receiving role number slips with an unnecessary delay for written examinations due to late postal delivery in far-flung rural areas.

He said that if luckily a person received roll number slip, he could not receive marks sheets timely and results of the written exam. He said that even after getting a test result, they are waiting for months to attend their interview and after attending the interview, they are waiting for another year to be informed about their appointment. When contacted the relevant authorities in the public service commission, no one was available for comment while most of the landline phones were either busy or remained off. Qasim Khan said, “I wasn’t expecting that they will send me roll number slip after the delay of three years.” Qasim was also a candidate for a post.

He said, “Three years back, I had applied for the post with the request of age relaxation and unfortunately, I received the letter when my age relaxation period has also been expired.”

He categorically said there is no need of public service commission and the newly introduced national testing service as both the systems have failed to improve the recruitment process. He stressed for a system which completes the hiring process within three months along with interviews.

Some other candidates maintained that almost 60,000 candidates recruited in Khyber-Pakhtunkhwa via National Testing Service with an extreme level of transparency and everySunday they are taking the written examination from the eligible students for various departments with committing any mistake.

They said that the public service commission had not only wasted the public money but also wasted time of the students which is an extreme level of negligence on the part of the relevant authorities.

They maintained that some time government colleges sending requisitions to the public service commission for filling the vacancies but the commission put these applications and demands in cold storage which results in vacant posts in the educational institutions across the province, resulting in poor performance of the colleges and schools.

Contrary to this the Punjab Public Service Commission advertising hundreds of posts for the public sector organization across the province and completes the process within months to appoint eligible candidates for the required vacancies, he said.

It is to mention here that the KP Public Service Commission is the main recruiting agencies working under a full-time chairman who is taking attractive salaries, besides perks and privileges but unfortunately there is no organized system of SMS or email to inform the candidates timely regarding their tests and interview.  It is high time for the PTI-led KP government to keep vigilant watch over the performance of the commission and improve its process on the pattern of NTS which is a private entity.
