ISLAMABAD Federal Investigation Agency (FIA) is conducting a probe into a forgery fraud regarding fake development schemes of Ministry of Local Government & Rural Development to release funds amounting to Rs 40 million. The agency has started investigations on the complaints of four senators, hailing from Balochistan, including Mir Wali Mohammad Badani, Mir Israr Ullah Zehri, Federal Minister for Postal Services Sabir Baloch and Saeed Ahmed Hashmi. Senator Syed Tahir Hussain Mashhadi, Chairman Senate Standing Committee on Rules of Procedures and Privileges had forwarded the complaint to FIA to conduct probe into the issue. The four senators had complained that some persons were using their fake signatures and letter pads to release funds for development schemes from Cabinet Secretariat. Every legislator of the Upper House gets Rs 10 million each in a year from the discretionary funds of Prime Ministers quota for the development schemes for his province. It is the discretionary power of every senator to allocate these funds for any development scheme that he identifies. FIA sources informed that agency had identified Mujahid Shah, a resident of Rawalpindi, who was involved in this forgery fraud but his arrest was yet to be made. The person while using the fake letters pads and rubber stamps of the senators as well as Senate Secretariat had submitted the documents of fake development schemes to the Ministry of Local Government & Rural Development. The Ministry now has been devolved to the provinces as a result of the implementation of 18th Amendment. The Cabinet Secretariat releases funds for these schemes after getting their approval from the Local Government Ministry and Pak PWD is the executing agency for these development schemes. The person also used the fake letter pads of the senators to get contracts of these development schemes in the name of his favourite contacts and thus got 40 per cent amount from the contractors out of the total contract as kickbacks. Colonel (Retd) Tahir Hussain Mushahadi confirmed that FIA was investigating the matter adding that DG FIA Waseem Ahmed had personally assured him that the matter would be probed thoroughly. He said that Senator Mir Wali Mohammad Khan Badani had raised the issue in the Senate and had submitted privilege motion in the House on the matter. He said that FIA had found Rs 80 million from the accounts of this person allegedly taken from the contractors as kickbacks. I have requested FIA to place the name of this person on ECL, he said.
