ISLAMABAD - A writ petition seeking court’s directions to vacate the Women Development Complex Tarlai from the Punjab Rangers has been moved in the Islamabad High Court.

A single bench of IHC comprising Justice Mohsin Akhar Kayani will conduct the hearing of the petition moved by Shakeel Ahmed Janjua, a resident of Tarlai district Islamabad.

The petitioner moved the court through his counsel Yasir Mehmood Chaudhry and cited federation through Secretary Interior, Chief Commissioner Islamabad, Commandant Punjab Rangers at the complex and Mayor of Islamabad Metropolitan Corporation as respondents.

He stated in the petition that in the year 1990, the respondent No.2 had established a Women Development Complex in Union Council Tarlai, to provide vocational training in the fields of computer, painting, cooking, beautician, and embroidery to women of rural areas of Islamabad but suddenly the centre was closed.

The petitioner adopted that the respondent No.1&2 illegally provided this building to respondent No.3 as accommodation/ resident place by violating Articles 3, 4 & 5 of the Constitution of Pakistan.

Chaudhry Yasir, counsel for the petitioner informed the court that the petitioner had already submitted applications dated 04.04.2016 to respondents No.1&2 for the redressal of his grievance but the respondents did not pay any heed towards it. Therefore, the petitioner has knocked the door of this court.

He contended that due to occupancy of respondent No.3 over the Women Development Complex Tarlai, the women of the rural areas of Islamabad, are deprived of getting the vocational training and their future in the field of computer, paining, embroidery has become bleak.

The counsel argued that it is the responsibility of the respondent No.1, 2 & 4 to accommodate the respondent No.3 (Punjab Rangers) on any suitable and reasonable place other than any vocational or educational institutions as the presence of respondent No.2 is also necessary for maintaining law and order situation of the federal capital and also for the safety and protection of citizens.

He prayed to the court to direct respondent No.3 to vacate the Women Development Complex, Tarlai, Islamabad and arrange an alternative place for accommodation.

The petitioner further requested the court to direct all the respondents to restore the Women Development Complex, Tarlai, Islamabad, in its original form and again initiate vocational educational courses for women of rural areas of Islamabad.
