Islamabad - The special meeting of director generals (DGs) and deputy prosecutors generals (DPGAs) of National Accountability Bureau (NAB) was held under the chairmanship of Qamar Zaman Chaudhry, Chairman NAB, at NAB Headquarters here Monday to review performance of all regional bureaus of NAB with special reference to matters related to setting up of an effective Monitoring and Evaluation (M&E) System having warnings and alarms system for violators and delinquents. The operational methodology of NAB was also discussed in detail.
During the meeting, DG operations NAB headquarters gave presentation about the working of NAB and its operational methodology in order to conduct complaint verification, inquiries and investigations under National Accountability Ordinance 1999. He highlighted the strengths and weaknesses of the procedures in vogue.    The prosecutor general NAB informed about the observations passed by the Honourable Supreme Court of Pakistan about lack of monitoring and evaluation (M&E) framework within NAB and non availability to ensure quantitative and quantitative data analysis and need to implement SOPs already in place.  
Senior Member Chairman’s Inspection and Monitoring Team, (CI&T) gave presentation on the present Monitoring and Evaluation System in NAB whereas DG headquarter NAB gave presentation on the proposed Accountability Monitoring System (AMS) for effective Monitoring and Evaluation (M&E) System in NAB having warnings and alarms system for violators.  
During the meeting Chairman NAB directed for setting up of Accountability Monitoring System (AMS) in 75 days having warnings and alarms system for violators in NAB. He directed all Investigation Officers of NAB to regularly maintain case diary of each case on a specific printed format which will be supervised by case officer on every day and director concerned of regional bureau of NAB will monitor case diary at least twice every week in order to provide guidance as well as to ensure transparent and fair investigations on merit. He directed to maintain a separate register by every wing of regional NAB in respect of movements of Investigation Officers during procurements of evidence. He directed all the DPGA’s to give on job training to all the investigation officers regarding writing of Case diaries as per legal requirements. Chairman NAB also directed all DGs of the regional NABs to complete all pending complaint verifications, inquiries and investigations till June 30, 2015. During the meeting, it was decided that a special monitoring cell will be established in the Office of prosecutor general accountability (PGA) at NAB Headquarters for matters before Supreme Court of Pakistan and all DPGAs will establish special monitoring cell at NAB regional Bureaus for matters before Honourable High Courts so that strict compliance of orders of Honourable Supreme Court of Pakistan and Respective High Courts be implemented in letter and spirit.
The Chairman NAB directed that on the directions of Supreme Court of Pakistan an effective Monitoring and Evaluation System in NAB would be set up within 75 days. In this respect a team of Lahore University of Management Sciences (LUMS) has already to provide help. NAB will have ability to analyse data in qualitative and quantitative form having warnings and alarms system for violators.  The Chairman NAB directed all DGs to chalk out a Monthly Action Plan in order to have better performance and all targets be achieved as per NAB SOPs. He directed to put a unique identification number on all complaint verifications, as this identification will remain the same throughout the investigation to the prosecution of case.  At the end Chairman NAB, Qamar Zaman Chaudhry directed all the DGs and DPGAs of NAB for strictly enforcement of NAB SOPs in letter and spirit.
