ISLAMABAD  - Chairman Senate Mian Raza Rabbani has termed the statement of a UAE minister against the parliamentary and diplomatic norms.
The resolution passed by the parliament of Pakistan reflects the wishes and aspirations of Pakistani people, he said. The chairman senate expressed these views while talking to media persons at Pakistan Institute for Parliamentary Services (PIPS).
Replying to media questions, the chairman senate said a number of initiatives had been taken to make the upper house of the parliament more dynamic and effective.
Addressing the orientation session for newly-elected senators, Mian Raza Rabbani remarked that the true essence of parliamentary democracy was unfortunately lost during the military regimes. He said, “We need a house, which is functioning effectively and is responsive to the needs and aspirations of the people.” Rabbani, however, cautioned that this is the last chance and any weakness now would spill disaster for the federation. “We have to deliver efficiently,” he added.
He said that basic purpose for which the senate was created is to safeguard the rights of federating units and it is constitutional duty of senators to guard the provincial autonomy. He said that majesty of the parliament has to be ensured at any cost.
Former Chairman Senate Wasim Sajjad felicitated the newly elected senators. He appreciated the visionary leadership of chairman senate and the efforts of senate secretariat to apprise the newly elected senators of rules and procedures. Wasim Sajjad also highlighted historical perspective of the evolution of the senate and its constitutional role.
Earlier Senator Mushahid Hussain Sayed gave a brief outline of the programme. In his opening remarks, Mushahid said that this orientation programme coincides with constitution day celebrations. He said that 1973 constitution is a unanimous document. Provinces are more powerful now and credit goes to Rabbani in this regard. He said that the senate is playing effective role. Regarding resolution adopted by the joint session of the parliament, Senator Mushahid stated that it reflects aspirations of the people of Pakistan. A large number of senators, media persons and senior officers of the Senate attended the orientation programme.
