Why can't we?

The government is spending billions to overcome loadshedding by having rental power plants and other IPPs that, besides many disadvantages, would make the power tariffs unaffordable for consumers. This would also further increase the trend for theft of electricity, which is already very high, being in the range of 25% to 40% of the total energy generated in the country. If this huge pilferage of power is eliminated, there will be no loadshedding in the country. The point to ponder is that why can't this be done?
