'Capacity building key to meeting new challenges'

ISLAMABAD (APP) - Secretary Election Commission Kanwar Muhammad Dilshad Monday said institutional development and capacity building are foundation stones to meet the challenges of modern day elections in the contemporary world. Today elections management and administration has become a highly professional affair involving state-of-the-art technologies and methodologies, Dilshad said addressing a ceremony held to handing over important books to Election Commission of Pakistan on electioneering. Today we need to learn new processes and techniques in-line with the best international practices as well as strengthening our institutions to meet the challenges of changing world, he added. Representatives of the DFID, UNDP, NDI, USAID and Canadian High Commissioner to Pakistan presented samples of important books on elections for the Election Commission library. Dilshad said, the Election Commission of Pakistan, being a forward looking organisation considers institutional development and capacity building as a foundation stone to meet the challenges of modern day elections in the contemporary world. He said, it is heartening to mention that the international donor community through the technical assistance and support of their implementation partners strongly complement ECPs vision for institutional development and capacity building, under the patronage of the Chief Election Commissioner. In this direction, we have re-activated Federal Election Academy with the collaboration of IFES Pakistan. We are aiming at to make this Academy a model training institute of international repute, a study and research centre for electoral administration encompassing all facets and stages of electoral management, the Secretary said. He said one of the fundamental reasons of nations development is their thirst for knowledge and we also have to acquire it and apply intelligently to improve the system. It is hoped that donation of Electoral and Political Literature to the ECP Library by Canadian High Commission, Department for International Development (DFID), European Commission (EC), National Democratic Institute (NDI), The Asia Foundation (TAF), United Nations Development Program (UNDP) and United States Agency for International Development (USAID) and International Institute for Democracy and Electoral Assistance (IDEA) through International Foundation for Electoral System (IFES) will go a long way towards institutional development and capacity buildings of the election Commission of Pakistan. IFES has also provided online subscriptions namely EBSCO - an electronic journal service for academia and professionals, JSTOR - an online archive of multi-discipline journal articles int he most significant professional magazines) and Safari Online Books - a leading online technical library for the ECP and PECs IT professionals. Dilshad was confident that the ECP officials will make best use of this knowledge source in their professional development and said, the ECP library will also be open for the academia, professional researchers and political analysts for the pursuit on knowledge in this specified field.
