ISLAMABAD - As former rulers are under the radar of various investigation agencies for their alleged involvement in cases of misappropriation, Federal Investigation Agency (FIA) has summoned last PPP government's state minister for interior Tasneem Ahmed Qureshi in the case of an illegal appointment in the Capital Development Authority (CDA).
A senior bureaucrat as well as former chairman of CDA Imtiaz Inayat Elahi is the next one to face the action in the same case, as FIA would soon summon him to get his statement, a source privy to the development informed on Thursday.
Tasnim Elahi is presently working as federal secretary of the Ministry of National Health Services, Regulations and Coordination. FIA has issued a notice to the former minister to appear before the investigation officer on next Tuesday in connection with the illegal appointment on deputation case in CDA, a senior official of the agency said.
The Crime Circle of FIA Islamabad is investigating a case of illegal appointment of Tanvir Hashmi in CDA on deputation in 2009 and interestingly the person was not a government employee at that time. Only a government employee can be posted on deputation in any department other than his parent department under the rules.
The initial investigations of the agency indicate that Hashmi's appointment on deputation in CDA was made on a DO (Demi-Official) letter issued by then state minister of interior Tasneem Ahmed Qureshi. The DO letter says that Tanvir is an assistant accounts officer (AAO) at basic pay scale 17 in Pakistan Telecommunication Limited (PTCL) and he should be appointed in CDA on deputation. Actually, Hasmi had availed retirement through the golden handshake incentive from PTCL in 2008 and he was posted as a stenographer there.
The story does not end here as the then member administration CDA S M Farooqi on a photocopy of that DO letter had started the process of this alleged illegal deputation and wrote on the photocopy "the case be processed".
According to the investigations of FIA, the then CDA chairman Tariq Mahmood Khan had refused to give approval of this deputation case. Khan remained chairman of the authority from October 8, 2008 to June 26, 2009.
The official said that the successor of Mahmood, Imtiaz Inayat Elahi gave approval of the posting of Hashmi on deputation. "Under the rules, the chairman CDA cannot even give approval of a genuine case of deputation as CDA board is authorized to do so," the official remarked.
He also said that Imtiaz Elahi would soon be summoned to give his statement in this case. Elahi remained chairman CDA from June 26, 2009 to December 9, 2011. He is retiring on March 20, 2014 after reaching the age of superannuation.
FIA has already arrested, on March 6, S M Farooqi, former member administration of CDA, for his alleged involvement in this illegal and fraudulent appointment case.
Tanvir was appointed in CDA on deputation as accounts officer and CDA authorities later permanently absorbed him in the authority. It transpired in 2013 that Hashmi was not a government employee as he had got early retirement from PTCL before proceeding his case of deputation in the CDA. He submitted fake documents of his PTCL employment and subsequently managed to get deputation in the CDA.
FIA has also arrested two deputy directors of the Human Resource Department (HRD) of CDA in connection with this case. Deputy director HRD-II Abdur Razzaq and deputy director Malik Arshad were arrested for their alleged involvement in the same case.
SM Frooqi had retired from the government service in 2012 and was serving as CDA member estate at the time of his retirement.
