ISLAMABAD - The Supreme Court on Tuesday issued notice to former Establishment Division secretary Ismael Qureshi over the appointment of former director general of Haj operations Rao Shakeel.

A three-member bench of the apex court, headed by Chief Justice Iftikhar Muhammad Chaudhry, and comprised Justice Gulzar Ahmed and Justice Azmat Saeed heard suo moto case regarding corruption in Hajj arrangements of 2010.

Hussain Asghar, the director of Federal Investigation Agency (FIA) and the chief investigation officer in the Haj corruption case, submitted a progress report before the bench.

He informed the court that former Establishment Division secretary Ismael Qureshi had appointed Shakeel as DG Haj operations, adding that the court had barred the FIA from arresting Qureshi.

The apex court issued a notice to the former secretary and directed him to explain before the court why he should not be arrested for his act of appointing Shakeel.

Regarding degree of Zain Sukhera – a former consultant to the Ministry of Information Technology and a close friend of Abdul Qadir Gilani, son of former premier Yousuf Raza Gilani – the FIA official said PunjabGovernor Latif Khosa, the chancellor of public-sector universities in the province, was hindering the verification of Sukhera’suniversity degree.

The chief justice remarked that verification of degrees was not the concern of the chancellor but of a vice chancellor. Asghar said that even the vice chancellor of the Bahauddin Zakariya University (BZU) was not cooperating in the matter.

The investigation officer also told the court that a petition had been filed in the Supreme Court, challenging the Islamabad High Court’s interim order of the arrest of Sukhera.

The chief justice said that the application would be heard during the next hearing and adjourned the court until November 19.
