Radical amends to LG Ordinance on the cards

ISLAMABAD - PPP-led coalition government is poised to introduce radical amendments in the Local Government Ordinance 2002 and has decided in principle not to scrap the whole system with one stroke of pen, sources disclosed to TheNation here Monday. Pakistan People's Party and its coalition partners ANP, MQM, JUI-F have made up their mind to introduce cardinal changes in the existing Local Government system while PML-N that had been demanding the abolition of Local Governments, now favours necessary modifications in it to allow the system running. PPP Co-Chairman and President Asif Ali Zardari said after his meeting with Federal Minister for Local Government and Rural Development on October 11 that PPP-led coalition government would soon amend the Local Government Ordinance 2002 to make it more people friendly. Federal Minister for Local Government & Rural Development Haji Ghulam Ahmad Bilour talking to this correspondent said that in his meeting with President Zardari on October 11 he presented a set of proposed amendments in the existing Local Government system to the President that had been prepared by the Ministry after taking input from the Provincial Ministries of Local Government. "The ruling coalition is not going to scrap the Local Governments, rather it would introduce radical changes in the Ordinance to plug its loopholes", he stated. The Minister said that administrative powers of District Nazims would be abolished and their main role would be to supervise the development related projects. "By Local Government Ordinance 2002, the Local Governments have been placed under the Federal Government, while by amending it, the system would be again placed under the Provincial Governments", he added. Bilour said that the next Local Government elections would be conducted on party basis. He negated the reports appearing in some sections of the press that the Local Government system was going to be scrapped.       Rana Sanaullah, Law Minister Punjab said that PML-N wanted radical changes in the Existing Local Government system. "The district administration must not be under District Nazims' control as they have completely failed to maintain law and order in their respective districts, rather they are using executive for their vested political interests", he added.    He said that only development and social welfare could be placed under district governments' jurisdiction and nothing else. He said that the basic structure of the current Local Government system needed to be changed, as a military dictator for his unfair motives had constituted it. "If the government brings such kind of radical amendments, we will support it", he noted. When asked whether PML-N wanted the scrapping of the whole system, the Minister said, "If our demands for necessary modifications and amendments are entertained then there is no need of scrapping the whole system".      Awami National Party spokesman, Zahid Khan talking to The Nation on ANP's stance regarding Local Governments said that his Party wanted radical changes in the existing Local Government system. "We have asked PPP to introduce a plenty of modifications in the present system to banish its woes. District governments could supervise the development projects but to place police and other crucial departments under District Nazims is not acceptable", he added. He said that ANP government in the NWFP was preparing recommendations regarding the Local Government system so that it could be made foolproof. It is pertinent to mention here that President Asif Ali Zardari last month also directed the National Reconstruction Bureau (NRB) Chairman Dr Asim Hussain to work on a comprehensive plan to bring  improvements in the Local Government system and said that amendments to the Local Government system would be made through parliament to make it more effective.
