ISLAMABAD - A student of Quaid-i-Azam University (QAU) has moved the Islamabad High Court seeking justice against his professor who published his research article by his own name in a journal, Regional Studies. Dr Zafar Iqbal Cheema, former chairman, Department of Defence & Strategic Studies, Dean, Faculty of Social Sciences and Meritorious Professor at QAU, Abdul Barkat, Institute of Regional Studies Chief Editor, Institute of Regional Studies, Controller Examination, QAU and Director General Investigation, Federal Investigation Agency were made respondents in the petition. Mirza Muhammad Masood Akbar, student of M. Phil at the Department of Defence and Strategic Studies (DSS), QAU, has alleged in the petition that his professor, Dr Zafar Iqbal Cheema, has managed to publish a research artical as his own in a journal of IRS, which was actually written by him. The student alleged he has been subjected to humiliation and suffered financial loss at the hands of respondents due to this great injustice. However, Dr Cheema has denied the charges levelled against him. As per the course requirements, the student was supposed to write a seminar paper on the topic of his own choice and interest so he wrote a seminar paper titled Indo-Pak Strategic Culture and submitted to the concerned teacher Dr Zafar Iqbal Cheema in June 2008. Appreciating the efforts of student, Dr Cheema extended co-authorship on the basis that he would turn it into a good article to the level of publication. But he sent the paper to the Institute of Regional Studies for publication without any improvement and the article appeared in the journal of IRS with the sole name of Dr Cheema, he added. The student has alleged that the professor cheated him with the collaboration of IRS so he sent notice to the institute for inquiry but no action has been in this regard. Dr Cheema also got a stay order from the civil court that the Anti Plagiarism and Fairness Committee constituted by the department cannot proceed to probe the issue. Besides, the student has submitted applications to controller examination and vice chancellor to issue the attested copy of seminar paper fearing that the copy might be removed by the examination staff on the saying of Dr Cheema but he was subjected to humiliation by the administration. The student was of the view that the professor had committed an offence U/S 66-A of Intellectual Property Rights Act so he submitted an application to the DG, FIA for lodging the FIR but the matter is pending.
